Job Description

The recruitment process for National Officer positions is subject to specific eligibility and local hiring criteria.

The ILO can only offer a contract to people with residence and work permits in Mexico.

They can participate:

  • The internal candidates of the ILO, in accordance with the provisions of paragraphs 31 and 32 of Annex I of the Staff Regulations.
  • External candidates.
  •  Conditions of employment for external candidates: In accordance with current ILO practice, the external candidate will normally be hired at the first step of that degree.

Organic framework

The position is assigned to the work unit in the Country Office for Mexico and Cuba of the International Labor Organization, which has among its main functions:

  •  Develop technical cooperation programs that promote decent work and social justice; gender equity; compliance with fundamental principles and rights at work; social protection; safety and health at work promotion of employment, labor insertion, formalization, and improvement of labor productivity.
  •  Promote the ratification and follow-up on the application of International Labor Standards (Conventions and Recommendations).
  •  Provide guidance and technical assistance to its constituents (government, employers 'organizations, workers' organizations) in Mexico and Cuba, for the implementation of International Labor Standards in practice and the development of cooperation programs that lead to their compliance, as well as compliance with the Agenda for Sustainable Development - Agenda 2030. To this end, the Office also collaborates with other agencies of the United Nations System, the legislative and judicial powers, decentralized organizations, local governments, civil society organizations, institutions academics, foundations and the media.
  • Based on the generation of specialized knowledge and the compilation of best international practices, generate cooperation proposals and mobilize the corresponding resources

Main goal

  • As a team member, the position holder will provide professional services in the administration and execution of a series of operational services for the Office in some of the following areas: finance, human resources, procurement, asset and facility management, security, communication, information management and information technologies. The services will be delivered in an efficient, effective and client-oriented manner and will include the use of the enterprise resource planning system. This work will be governed by the established rules, regulations, policies, procedures and guidelines.
  • The holder of the position will work under the supervision of the Director of ILO-Mexico. Daily activities and tasks will require minimal supervision. The holder will receive detailed instructions and guidance in case of having to deal with special activities or unusual or complex issues.

Work relationships

  • Internally, the position holder will be in contact with the personnel and those responsible for the field offices, the places where projects are carried out and the headquarters in order to establish and maintain effective working relationships, exchange information on related issues. with the provision of services, analyze information and follow up on authorizations and pending administrative issues.
  • Externally, the incumbent will be in contact mainly with banks, service providers, agencies and working groups of the United Nations, non-governmental organizations and other international organizations to exchange information and obtain assistance in order to ensure the satisfactory execution of operational services.

Key roles and responsibilities

  • Proporcionar servicios profesionales sustantivos en el diseño y la ejecución de servicios operacionales que abarcan las áreas de finanzas, recursos humanos y administración.  Llevar un control de los servicios relacionados con las adquisiciones, la gestión de bienes e instalaciones, la seguridad, la comunicación, la gestión de la información, las tecnologías de la información, los transportes, el registro y la mensajería, según se requiera. Evaluar y anticipar las necesidades operacionales y de personal, y contribuir a la elaboración del plan de trabajo de la Oficina y a la preparación de las propuestas de Programa y Presupuesto.
  • Llevar un control del trabajo del personal en las áreas operacionales correspondientes y proporcionarle orientaciones. Supervisar al personal, según proceda. Impartir capacitación en las áreas operacionales pertinentes y proporcionar información y orientaciones iniciales al nuevo personal.
  • Gestionar las operaciones financieras y los servicios contables de la Oficina relativos a las cuentas por pagar y por cobrar, la aprobación de los pagos, la conciliación de las cuentas, las previsiones y el cierre de cuentas al final del ejercicio contable. Actuar como interventor/a de gastos para la Oficina. Preparar informes financieros para los responsables concernidos.
  •  Llevar un control y proporcionar servicios profesionales de apoyo en la ejecución de una serie de servicios de recursos humanos que abarcan, entre otros, la administración de contratos, el proceso de contratación y las prestaciones y derechos del personal, así como el asesoramiento al personal y a los responsables concernidos. Promover la utilización del sistema de gestión de talentos y otras herramientas de recursos humanos para asegurar el cumplimiento en la Oficina.
  •  Ayudar al punto focal en materia de seguridad en el país a velar por la seguridad, la protección y el bienestar de los funcionarios y por la seguridad de las instalaciones y bienes, de conformidad con las políticas y procedimientos de seguridad de las Naciones Unidas. Actuar como auxiliar local para la seguridad cuando proceda.

  •  Prepare annual plans to determine the main procurement needs of the Office. Take care of the control of the drafting of procurement requests and submit them for approval when appropriate. Responsible for the preparation or control of the preparation of the standard specifications. Carry out the bidding processes, ensuring compliance with applicable regulations, and participate in the analysis and evaluation of the proposals received. Prepare purchase orders for approval under the authority that has been delegated to you. Provide guidance to interested parties on contractual rights and obligations, and recommend contract modifications and extensions.
  •  Stay up-to-date on the evolution of applicable standards and best practices. Share knowledge with staff and provide guidance.
  •  Monitor the efficiency and effectiveness of work methods and processes and make recommendations for improvements. Work closely with staff and stakeholders to ensure that services are designed and run efficiently and smoothly, and make recommendations to improve related processes.
  • Conduct research studies and analyze data and information on various related operational topics. Prepare analytical reports to support monitoring of programs and projects, and provide input to reports and other communications.
  •  Participate in inter-agency meetings, working groups and joint initiatives of the United Nations on activities of the common system in the corresponding operational areas. Prepare briefing notes on important issues and developments, and follow up where appropriate.
  •  Follow up on internal and external audit recommendations and write responses to audits' inquiries and observations for review by the supervisor.
  •  Perform other related tasks that are assigned.

Minimum requirements

Training

  • University degree (bachelor's or equivalent degree) in Business Administration / Public Administration, Finance, Accounting or related fields.

Experience

  • A minimum of three years of professional experience in administrative or operational areas, particularly in the area of ​​finance. Work experience with different modules of an institutional resource planning system.
  • Work experience in the areas of Finance, Administration and Human Resources in the United Nations System is considered an advantage.

Languages

  • A command of spoken and written Spanish and an excellent command of English are essential for this position..
