Job Description

Chemonics seeks a chief of party for the anticipated five-year, $10- to $15-million, USAID-funded ASEAN-U.S. Partnership for Regional Optimizations within the Political-Security and Socio-Cultural Communities program, based in Indonesia. The program aims to strengthen the capacity of the Association of Southeast Asian Nations (ASEAN) to develop and implement effective multilateral policies and agreements. It will work with ASEAN institutions, sectoral bodies, and the ASEAN Secretariat to 1) advance ASEAN’s capacity to prevent violent extremism and combat transnational crimes through promotion of cooperation and coordination among ASEAN sectoral bodies; 2) strengthen the implementation of ASEAN’s strategy for disaster management; 3) strengthen judicial cooperation and networks to promote rule of law among ASEAN bodies; 4) increase civil society engagement at different sectoral levels; and 5) enhance ASEAN’s institutional capacity to promote human rights, particularly regarding key transnational issues. The chief of party will be based in Jakarta. We are looking for individuals who have a passion for making a difference in the lives of people around the world.  ​

Responsibilities include:

  • Provide overall program leadership, management, and technical direction to ensure all activities, staff, and partners achieve targeted results and meet reporting requirements
  • Serve as a key liaison with USAID, ASEAN, implementing partners, and counterparts
  • Provide overall management and supervision of activity implementation, ensuring the program meets its stated goals, reporting directly to the designated USAID contracting officer’s representative
  • Ensure an integrated vision among all program components and actors
  • Identify issues and risks related to implementation in a timely manner, suggesting appropriate adjustments as needed


  • Master’s degree or foreign equivalent in governance, rule of law, international development, or other relevant field required
  • Minimum 10 years of experience managing programs with a regional focus in governance, development, and public policy, including supervisory  experience; ASEAN experience and USAID or other donor project experience preferred
  • Experience supervising projects in a geographically dispersed and regional setting or with multilateral institutions highly desired
  • Experience working with public policy regarding countering and preventing violent extremism and human rights preferred
  • Strong leadership skills and experience managing large teams in culturally diverse settings
  • Demonstrated field leadership experience and team-oriented attitude
  • Familiarity with USAID regulations; knowledge of Chemonics policies and procedures preferred
  • Demonstrated experience managing a complex and diverse team
  • Ability to work well under pressure and tight deadlines
  • Ability to communicate clearly and concisely both orally and in writing
  • Demonstrated leadership, versatility, and integrity
  • Demonstrated understanding of ASEAN countries’ cultural, socioeconomic, and political contexts
  • Professional fluency in reading, speaking, listening, and writing in English required
