Job Description

Chemonics seeks a chief of party to be based in Kabul, Afghanistan for the anticipated multiyear, USAID-funded Afghanistan Health Sector projects — the National Health Technical Assistance Program and the Urban Health Initiative project — to improve health outcomes among Afghan populations in urban and rural settings. The chief of party will provide technical leadership to the program and serve as the primary point of contact with USAID/Afghanistan. Please note that all positions are subject to program award. We are looking for individuals who have a passion for making a difference in the lives of people around the world.

Responsibilities include:

  • Provide overall project leadership, management, and technical direction while ensuring compliance with USAID requirements, U.S. government regulations, and Chemonics policies and procedures
  • Liaise with USAID/Afghanistan, local government institutions, civil society organizations, and other partners to coordinate activities and facilitate monitoring and reporting of project objectives and achievements
  • Supervise project administrative and technical staff, including central and regional technical leads, and collaboratively create and implement a strategic vision in a time-sensitive implementation period in a complex setting
  • Drive achievement of all project results and oversee project work planning, performance management, and risk forecasting and mitigation
  • Ensure that all project assistance is technically sound and appropriate


  • Master’s degree in public health; nutrition; maternal; newborn, and child health; or other relevant field
  • Medical degree preferred
  • Minimum eight years of experience as a chief of party, or equivalent, managing and implementing high-volume USAID and other donor-funded health projects in complex settings, with specific experience working with government counterparts, international donors, and local organizations to strengthen health service delivery and systems
  • Strong interpersonal skills and ability to manage large teams in culturally diverse settings
  • Good verbal and written communication skills, tact, and diplomacy
  • Ability to establish and develop working relationships and a high level of trust with public/private organizations
  • Ability to work effectively both independently and in a team environment, and with a broad range of local and international personnel and partners
  • Familiarity with Afghanistan and knowledge of the Afghan health sector
  • Demonstrated experience in implementing health projects in conflict/post-conflict environments
  • Demonstrated experience with remote management of health projects in transition environments
  • Demonstrated experience and knowledge establishing systems and overseeing program startup and closeout in a constrained environment preferred, but not required
  • Experience hiring and supervising host-country local personnel and ensuring, when need arises, that personnel receive appropriate training to meet program needs
  • Excellent computer skills (Word, Excel, Power Point, and Outlook) to implement, analyze, monitor, and manage activity goals, inputs, outcomes, and achievements
  • Demonstrated leadership, versatility, and integrity
