Purpose of Position

The Chief of Party is a full-time position for an upcoming award in Malawi funded by USAID entitled PREVENTION TBD - Comprehensive Condom Programming (CCP). This position is contingent upon funding and donor approval.

The Chief of Party shall provide overall leadership, direction, program management and oversight, and serve as principal liaison to USAID and national MoH staff. S/he will be driven by commitment to applying commercial enterprise principles to achieve sustainable health impact, and to balancing responsible market growth with reaching under-served populations.


The PREVENTION TBD activity is a five-year USAID funded program with the goal of prevention new Human Immuno-Deficiency Virus (HIV) infections in target populations in PEPFAR priority districts in Malawi. Through the PREVENTION TBD, USAID plans to award up to four cooperative agreements to implement three related HIV prevention components: (1) Voluntary Male Medical Circumcision (VMMC); (2) DREAMS AGYW Services and HIV Case-Finding; and, (3) Comprehensive Condom Programming (CCP). The Comprehensive Condom Programming (CCP) project will focus on supporting the GoM to implement the national condom strategy, strengthening social marketing, improving public sector supply systems to increase access to condoms and lubricants, and increasing demand for condoms, especially among key populations.


Key Responsibilities

  • Develop an overall vision for the program that integrates condom-related policy, marketing, supply chain and communication inputs;
  • Ensure the strategic and functional integration across all technical areas as well as strong collaboration with donors, other implementers, and local counterparts;
  • Responsible for meeting contractual obligations, producing deliverables and targets, and achieving project results as specified by USAID/Malawi;
  • Represent project at national, regional, and global technical forums as required;
  • Oversee project planning, contribute technical expertise as necessary to ensure project implementation, with a focus on results and financial accountability for all project activities;
  • Provide strategic vision on program sustainability;
  • Lead and advise on best governance principles, including ownership, inclusiveness, transparency, accountability, integrity, and ethical standards;
  • Balance the interests of various stakeholders and supports participatory governance through multisectoral partnerships;
  • Manage relationship with USAID, ensuring all reporting is completed in a timely way;
  • Coordinate with other local USAID representatives, USG projects, as well as other development partners to ensure collaboration, integrated approach, and complementarity of the interventions to add value to service delivery improvement;
  • Establish quality control standards in-line with the country and USAID standards;
  • Communicate/work with health sector leaders in Malawi, including MOH, subnational health sector leaders, and key stakeholders at the national level;
  • Build capacity of local partner organizations to increase ownership and sustainability of activities beyond the life of the project


Candidate Requirements

  • Master's degree or higher in a relevant discipline, e.g. public policy, business administration, public health, or a relevant field.
  • At least five years of senior-level experience leading large-scale, complex HIV and/or public health programs, including supervision of technical staff, preferably in the ESA region.
  • Additional 10 years of progressively increasing responsibility in HIV prevention, family planning or related fields; experience with public-private partnerships preferred.
  • Demonstrated depth of expertise and experience with policy development, social marketing and commodity management of health products and/or services.
  • Demonstrated ability to establish professional relationships and to work collaboratively with diverse partners including host government agencies, donors, civil society and CBOs.
  • Strong leadership, communication and interpersonal skills, including ability to develop and communicate a common vision and foster collaboration across an interdisciplinary team.
  • Prior experience managing PEPFAR and/or USAID-funded agreements or contracts.
