Job Description

Chemonics seeks a Chief of Party for a USAID-funded program in Egypt. The five-year, $15-25 million project is aimed at increasing the effectiveness of Egypt’s commercial courts system in order to promote investment and economic growth. The activity will support the introduction of automated features, such as electronic case filing and processing, e-litigation, and related development and installation of software and networking to the economic courts of Egypt. This is a long-term position and the program will be based in Cairo. Egyptian nationals are encouraged to apply. Responsibilities include:

  • Serve as the primary liaison with USAID/Egypt on all program matters
  • Build effective working relationships with various high-level stakeholders including Ministry of Justice officials, judges, and court administrators, among others
  • Ensure quality control and overall responsiveness of technical assistance as well as lead the project through programmatic shifts
  • Provide overall leadership management, general technical direction, and an integrated vision among a diverse set of stakeholders
  • Oversee work planning, performance management, and strategic communications
  • Ensure high quality and timely program deliverables


  • A university degree (bachelors or higher) in any of the following or related fields: law, public administration, management, or related fields
  • At least 10 years of professional experience in governance or rule of law-related development programs at a senior program management level, including direct supervision of professional and support staff
  • Proven leadership in the design, management, implementation, and monitoring and evaluation of similarly sized donor-supported programs
  • Demonstrated experience in working effectively with judicial stakeholders, government counterparts, and civil society organizations
  • Previous work experience and familiarity with the political, social, and cultural context of Egypt
  • Skills in high level strategic visioning and leadership, preferably with experience in managing complex activities involving coordination with multiple partner institutions
  • Demonstrated leadership, versatility, and integrity
  • Strong communication skills, including interpersonal skills and excellent written and oral English
