Job Description

Chemonics seeks a chief of party for the anticipated USAID-funded Burma Media Support Activity. Valued between $10-25 million, this five-year activity will support the editorial independence, security, and financial sustainability of Burma’s media, increase the reach and influence of independent media in states and regions, improve quality of reporting depth on issues critical to political and economic transition, and contribute to the media sector’s long-term financial and political sustainability. We are seeking individuals who have a passion for making a difference in the lives of people around the world.

Responsibilities Include:

  • Provide overall leadership for the activity and serve as the primary liaison with USAID on strategic, managerial, and technical matters
  • Oversee all contractual and budgetary aspects of program management
  • Represent Chemonics to USAID, Government of Burma (as needed), local partners, and other program stakeholders
  • Ensure the activity meets high-quality performance and integrity standards that comply with the policies and regulations of Chemonics and USAID
  • Oversee an effective and accountable Grants under contract system
  • Maintain and expand the space for independent media in Burma to develop sustainable business models that preserve journalistic integrity and editorial independence
  • Support the competitiveness of independent media in an environment marked by increasing financial, legal, and political pressures


  • Advanced degree in international development with a focus on communications, or related field
  • A minimum of ten years of relevant experience in media, communications, countering disinformation, and social impact content development
  • Proven leadership in the management, implementation, and monitoring and evaluation of donor-funded programs
  • Extensive experience working with counterparts at various levels in a development context
  • Experience in Burma is highly desirable. South or Southeast Asia program implementation experience is required
  • USAID chief of party or deputy chief of party experience is preferred. Experience managing efforts of similar scope, size (budget, personnel, etc.) and complexity (e.g. project director, regional or country director) is acceptable.
  • Demonstrated leadership, versatility, and integrity
  • Fluency in English; strong interpersonal, written, and oral communication skills
