Job Description

Chemonics seeks a chief of party for the anticipated five-year USAID Community Strengthening Project in Burma (Myanmar). The project aims to assist communities affected by or prone to conflict to improve access to essential services, recover from conflict, and enhance resilience to future shocks. Further, it will support empowering citizens to more fully participate in Myanmar’s democratic transition and national reconciliation processes. We are looking for individuals who have a passion for making a difference in the lives of others around the world.

Responsibilities include:

  • Serve as the primary liaison with USAID/Burma on technical matters and adjust programming and operations in response to USAID/Burma technical direction
  • Ensure quality control and the overall responsiveness and performance of the project
  • Provide overall leadership, management, and technical direction of the entire activity, ensuring an integrated vision and strategy among different components and actors
  • Identify issues and risks related to activity implementation in a timely manner and suggest appropriate adjustments


  • Bachelor’s degree in management, international development, conflict/peacebuilding, or other relevant field required; advanced degree preferred
  • Minimum eight years of experience in complex, dynamic, and challenging field operations in developing countries; experience in Myanmar or other Southeast Asian countries undergoing transition highly desired
  • Relevant work experience, including experience with a donor, contractor, or international NGO, managing an office or program with demonstrated supervisory experience
  • Experience with programs that provide quick delivery of assistance in response to emerging windows of opportunity
  • Experience with grants management, preferably small in-kind and cash grants
  • Experience with peacebuilding or national reconciliation programs
  • Demonstrated experience working effectively with local civil society organizations
  • Proven leadership in the design, management, implementation, and monitoring and evaluation of donor-supported programs of a size similar to the Community Strengthening Project
  • Skills in high-level strategic visioning and leadership, preferably with experience in managing complex activities involving coordination with multiple stakeholders
  • Demonstrated experience and knowledge in establishing systems and overseeing program startup under limited time constraints desired
  • Demonstrated leadership, versatility, and integrity
  • Strong communication skills, including interpersonal and in written and oral English
