Job Description

Chemonics seeks a chief of party for the anticipated Afghanistan Competitiveness for Export-Oriented Business Program. This five-year program will support and enhance the market-driven growth of Afghan small and medium-sized enterprises associated with export-oriented value chains in agricultural and nonagricultural sectors and enterprise clusters in Afghanistan. The program will build on Chemonics’ success during the Afghanistan Trade and Revenue project and work with Afghan exporters and relevant supply and value chains through direct technical and in-kind support. The incumbent will leverage expertise in one or more of the following areas: firm-level assistance, workforce development, association development, access to finance, export facilitation, and market linkages. The chief of party should bring an entrepreneurial spirit to the role while maintaining a client focus and an ability to capitalize on emerging opportunities. Responsibilities include:

  • Provide overall project leadership, management, and technical direction, ensuring a common vision across different components and actors
  • Supervise technical and administrative staff
  • Serve as the primary liaison with USAID, the host-country government, and local and regional partners
  • Ensure that all project assistance is technically sound, appropriate, and aligned with the program’s long-term vision
  • Direct implementation of the project’s strategic long-term vision
  • Oversee work planning, performance management, and strategic communications


  • ​Advanced degree in international development, finance, business, economic development, or a related field preferred
  • Experience working in Afghanistan preferred
  • Minimum of 10 years of experience in managing and implementing projects focused on enterprise development and competitiveness, improvements in access to finance, or business enabling environment reform
  • Demonstrated experience establishing market linkages, facilitating sales for small and medium-sized enterprises, and resolving business enabling environment obstacles to firm growth, including financial constraints
  • Strong facilitation, communication, collaboration, and leadership skills
  • Experience with adaptive management approaches
  • Personnel and resource management, coordination, decision-making, and troubleshooting skills
  • Demonstrated leadership, versatility, and integrity
