Job Description

The core purpose of the Chief of Party/Head of Mission is to serve as FH’s chief representative in the DRC as well as provide leadership in the management and implementation of a USAID Title II Food for Peace funded Development Food Security Activity (DFSA) program. This position will be responsible for management and oversight of the project; this includes leading the preparation of sector work plans, monitoring project progress, quality and timely submission of all reporting deliverables, ensure performance quality, and compliance with USAID requirements, rules and regulations and Food for the Hungry internal requirements. Furthermore, this position will lead planning, coordination, and implementation efforts, with representatives from federal, provincial and local Government, USAID, NGO sectoral working groups, DFSA implementing partners, and all other relevant stakeholders. The COP/HOM will play a key role in effectively achieving the results defined in the agreement as well developing and delivering on results of the country strategy.

Principal Responsibilities

Country and Program Leadership

  • Promote and drive the vision and direction, strategic planning, staff motivation and overall leadership to the country office.
  • Manage, oversee, and maintain ultimate responsibility for the financial and administrative activity of all FH DRC programs, and provide reports in accordance with FH procedures and standards.
  • Coordinate activities for monitoring, evaluation, and reporting including drafting and reviewing quarterly, semi-annual and annual reports and managing donor- and organization-mandated evaluation processes.
  • Develop the program’s annual activity plan budget and ensure their timely performance.
  • Ensure regular monitoring of activities and submit timely feedback to Country Director, FH Global Service Center (GSC), FH Region, USAID and other relevant partners as required by the agreement.
  • Coordinate and guide programmatic, financial and administrative performance of all program sub-grantees and contracting agencies.
  • Establish and maintain consistent communication with local partners and government officials in the implementation of the project.
  • Ensure that crosscutting themes such as gender and sustainability are fully integrated into programming.
  • Given careful attention to all legal requirements affecting FH in the country, and promptly notify FH GSC of any risk to, problem or change affecting FH operations.

Management and Administration

  • Models leadership consistent with FH’s values to all staff and intentionally develops the leadership of key staff in the FH field by working closely with the senior leadership team, and coaching and mentoring direct reports.
  • Ensure appropriate coordination of all sub-awards or sub-contracts, including supporting management of these partners and ensuring reporting and compliance with USAID and FH policies and requirements.
  • Provide leadership and people management expertise in managing change initiatives within country, bridging different ways of working and diverse working cultures within the teams.
  • Responsible for the safety and security of all staff and FH representatives as well as security management: Ensuring that systems, policies, and procedures are properly developed and implemented in order to strengthen safety and security of all staff and FH resources.
  • Coordinate and collaborate among consortium members through regular coordination meetings/program reviews, joint field visits and action planning.
  • Routinely travel to the field programs to provide capacity support for extended periods of time as needed.
  • Monitor the management of all financial and programmatic issues, (including commodities) and ensure timely, accountable, and appropriate reporting and transactions to ensure successful performance, taking corrective action as necessary.
  • Coordinate regular programmatic and financial progress reviews and lead budget harmonization processes.
  • Ensure quality donor reporting and provide final reports FH GSC for submission to donor. In the performance of this duty, the COP will interact periodically with FH GSC and FH Region to ensure timely and accurate reporting.
  • Oversee operations and the team managing purchase and shipment of food commodities and timely pre-positioning to all destinations as per the approved plan where necessary.
  • Ensure proper warehouse management and food commodity handling based on USAID commodity management standards.
  • Ensure the program and all staff adhere to the FH Kenya security plan. This position must ensure that FH fulfill Minimum Operational Safety and Security (MOSS) Standards and FH’s legal Duty of Care of all program staff.

Representation and Coordination

  • Serve as the primary liaison with USAID Mission in Kinshasa, program partners, local stakeholders, INGOs, and FH’s Africa region and headquarters. Maintain responsibility for appropriate communication and consultation.
  • Actively engage in DFSA and other project coordination working groups and meetings.
  • Organize learning and sharing opportunities between project and external stakeholders on a regular basis.
  • Promote program results and organizational interests in national program and policy forums.

Human Resources Management

  • Conduct the hiring, orientation, and training of key staff to build a strong, well supported, motivated team.
  • Identify opportunities for staff professional development and provide recommendations to the Human Resources department for implementation.
  • Coordinate with Human Resources in the preparation of employee job descriptions, performance plans and performance appraisals.
  • Work with line management to ensure team cohesiveness and collaboration within the organization.
