Under the supervision of the Deputy Representative, responsible for coordinating and facilitating design of the five year planning, multiyear rolling work plans for UNICEF, establishing and maintaining the work break down structure in VISION; significant contributions to the One UN management and coordination mechanisms; and, during emergencies, to the Joint Assessment Group; ensuring evidence and results based, timely, good quality reporting to: donors, Government, the One UN, Regional office, Headquarters and our partners and rights holders in Pakistan.
How can you make a difference?
Lead the process across all UNICEF office of preparing multiyear rolling work plans and annual management plans, to support UNICEF's
commitments in the One UN Programme, and commitments to long term strategies and regional and global commitments, including Sustainable Development Goals (SDGs), World Fit for Childre (WFFC), Child Rights Convention (CRC), Convention on the Elimination of all Forms of Discrimination Against Women (CEDAW). Coordinate and manage performance management reporting at country management team (CMT) meetings. Coordinate and manage monitoring and review of progress towards agreed targets; identification of constraints, adoption of evaluation, review and research findings. Be responsible for UNICEF's contribution to One UN Programme review meetings, and for UNICEF-partner-counterpart review meetings. Ensure that all plans incorporate the Equity Agenda and are rights based and adhere to Results Based Management (RBM) principles.
Working in close collaboration with all Programme Sections and Field Offices, especially the PME staff in field offices, guide and advise on
selection and design of data collection methods and research protocols. Provide overall supervision to the implementation of MICS and ensure strategic capacity building of implementing institutions for the Multiple Indicator Cluster Survey (MICS) in Pakistan, and the secondary analysis of MICS data. Participate in and support the Core Commitments for Children (CCC) monitoring in emergencies, through methods such as McRAM. Guide and support the implementation of field monitoring by UNICEF staff and contractors, during development programme implementation, emergencies and early recovery (using CCC monitoring tools for the latter).
Lead within UNICEF, and contribute significantly to the joint Funds and Programmes process of preparing and documenting the country
programme document (CPD). Contribute significantly to the preparation of the One UN Programme for Pakistan. Contribute significantly to the preparation of the UNICEF Country Programme Management Plan and the integrated budget submission. Coordinate UNICEF's inputs into the One UN Programme results matrices. Ensure that all plans incorporate the Equity Agenda and are rights based and adhere to RBM principles. Ensure that all One UN operational plans are living documents that are jointly reviewed according to the SMART principle, and that follow up, corrective actions are identified and taken throughout the One Programme Cycle.
Use technical knowledge in statistics to supervise and manage statistical analyses to support all aspects of UNICEF programmes and performance management, in close collaboration with the Social Policy, Research and Evaluation Unit. Manage the preparation of the Situation Analysis/child wellbeing index, with government and leading researchers/research institutions. Ensure that the child well being index, statistical analyses and updated Situation Analysis as dynamic, updated tools and products for UNICEF programmes, the UN, Government at different levels, NGOs and other partners. In close collaboration with the advocacy/communication Officer, identify and disseminate relevant statistical information/results of the Index and the Situation Analysis to national, regional, provincial and local levels, including to children and their families and to children's and women's rights advocacy groups.
Ensure that the work breakdown structure in VISION is correctly input and adhered to thereafter, and that programme coding and all special markers and reporting in VISION are properly done and updated. Ensure that UNICEF's dashboard system of performance management and reporting is well understood, updated and applied across all UNICEF Pakistan offices, and advocate for its use in the One UN monitoring, review and reporting processes.
Supervise the timely, good quality preparation of meeting reports, donor reports and any other report or presentation required by senior
Supervise the preparation, regular weekly review of the PMR section's work plan and ensure achievement of specific assigned objectives. Provide guidance and support to staff in Islamabad and in field offices on all aspects of monitoring and reporting. Supervise PMR staff, including performance planning, review and evaluation, and facilitative coaching for staff development, in a way that is compatible with UNICEF's ethical codes and standards and the philosophy of work-life balance and Caring for Us.
