The FAO Representation in Georgia (FEGEO) is a multi-accreditation office of the Organization with a non-residential FAO Representative. FEGEO is leading FAO's response to the national priorities related to food security, agriculture and rural development through the identification, planning and implementation of FAO's priority activities in in the country. It ensures a multidisciplinary approach to programmes, identifies priority areas of action for the Organization in the country closely interlinked with and contributing to the UN Sustainable Development Cooperation Framework in Georgia (UNSDCF) and the FAO Country Programming Framework (CPF). FEGEO formulates and implements the programme drawing on technical expertise from the FAO Regional Office for Europe and Central Asia (REU) and headquarters as well closely working with resource and development partners in the public and private sector, academia and the civil society.

FEGEO has an increasing portfolio of projects implemented with a large team of national and international staff, and several offices throughout the country. FAO's main areas of work, based on the Country's Programming Framework (CPF) is focused on the development of agriculture and food systems, rural development, food safety and consumer protection, environmental protection and climate change.

The EU funded projects under the European Neighbourhood Programme for Agriculture and Rural Development in Georgia (ENPARD) are a significant component of FEGEO projects portfolio. They focus on policy assistance to the Ministry of Environmental Protection and Agriculture (MEPA) as well as direct support to farmers, cooperatives and small and medium-sized enterprises (SMEs) in the sector of agriculture to promote a more inclusive, sustainable and environmentally friendly agricultural sector.

Reporting Lines

The Chief Technical Adviser reports to the FAO Representative (FAOR) for Georgia and will be working under technical guidance of the respective LTO and close collaboration with all FAO staff in Georgia, as well as with concerned stakeholders, and will liaise with relevant technical and programme staff at the FAO Regional Office and headquarters.

Technical Focus

Lead, coordinate and develop EU-funded FAO projects under the ENPARD Programme in Georgia.

Key Results

  • Leadership and technical expertise for the planning, development and implementation of programmes of work, projects, related-products and services in accordance with the FAO Strategic Framework.

Key Functions

  • Leads the development, implementation and evaluation on technical issues of assigned programmes/projects; directs the review of relevant documents and reports; identifies priorities, liaises with relevant parties; identifies and initiates follow-up actions.
  • Coordinates programmes and reviews the assessment of issues and trends for the implementation of programmes and projects as well as the preparation of impact evaluation or equivalent studies.
  • Supervises preparation of various written outputs, e.g. background papers, analyses, substantial sections of reports as well as studies, and inputs to publications.
  • Directs substantive support to consultative meetings and conferences, to include the proposition of agenda topics, identifying participants, preparation of documents and presentations.
  • Manages outreach activities; designs and conducts training workshops and seminars; and makes presentations on assigned topics/activities.
  • Leads field missions, including provision of guidance to external consultants, government officials and other parties.
  • Provides advice to develop policies and strategies as well as national protocols and guide lines for projects with specific domains related to FAO's work.

Specific Functions

  • Leads the day-to-day management and implementation of the FAO projects under the ENPARD Programme in Georgia.
  • Leads the technical work implemented in the different areas of work of the FAO programme under ENPARD in close coordination with the respective LTOs, and coordinates the different technical inputs.
  • Plans the management of budget for FAO-ENPARD Project/s, and proposes budget revisions when and if required, as well as the update of the Project's information.
  • Maintains a close liaison and communication with the European Union Delegation, Ministry of Environmental Protection and
  • Agriculture (MEPA) in relation to the programme implementation and development, and participates in coordination bodies. 
  • Contributes to the facilitation of the full organization of the ENPARD Steering and Stakeholder Committees, in coordination with the MEPA, the European Union Delegation (EUD) and other participating stakeholders of the ENPARD Programme.
  • Facilitates contacts with FAO technical units in both the Regional Office and headquarters as required, in coordination with the teams of the respective projects of the ENPARD Programme, for the implementation of the programme including the timely identification and deployment of expertise, and coordinates technical input of national and international consultants from different projects and finds synergies amongst the different projects under the FAO ENPARD Programme.
  • Ensures the strategic fit of the ENPARD Programme in the corporate FAO country plans, including the Country programming Framework (CPF) and UNSDCF, FAO Strategic Programme and Regional Initiatives, as well as supports the FAOR in resource mobilization and partnership, as relevant for the scope of the FAO ENPARD Programme.
  • Identifies synergies of the EU funded projects with other FAO ongoing projects in Georgia ensuring a programmatic approach in support of the improving the agri-food systems in Georgia.
  • Supervises the assigned project staff and provides technical and operational guidance accordingly.
  • Ensures communication of results and programme visibility in close coordination with overall communication approach of the FAO Representation using standard communication channels such as social media, podcast, video etc., as required.
  • Performs any other related duties.

Candidates Will Be Assessed Against The Following

Minimum Requirements

  • Advanced university degree in agriculture, economics, business administration, management or related fields.
  • Ten years of relevant experience in results based project/programme planning, implementation, and monitoring systems/appraisal.
  • Working knowledge (proficient – level C) of English and limited knowledge (intermediate – level B) of another official FAO language (Arabic, Chinese, French, Russian or Spanish).

Technical/Functional Skills

  • Work experience in more than one location or area of work, particularly in field positions.
  • Experience in leading large programmes and projects at a country and regional levels, in-depth knowledge of related administrative, operational and financial procedures related to the project management.
  • Experience and skills in project identification, programme and project formulation, analysis, planning and results based management (RBM).
  • Experience in implementation of projects with a food systems approach including policy, food safety and value chain development. 
  • Experience in communication of project results using modern communication tools is an advantage.
  • Knowledge of field programme issues in the REU Region is considered an asset.
  • Knowledge of EU funding modalities in the Europe and Central Asia Region is an advantage.
  • Knowledge of global issues, trends and constraints in development cooperation with particular reference to hunger and poverty reduction.
