Job Description

Under the supervision of the coordination of operations, and in close collaboration with the team of experts, the incumbent is responsible for implementing projects aimed at strengthening the child protection system, and in particular with regard to relates to the roles and responsibilities of justice personnel. The incumbent collaborates in the development of solicited and unsolicited proposals in connection with his or her expertise. The person who will occupy the position should be able to carry out regular assignments for short periods, which can represent up to about 25% of their schedule.


The project manager will be required to carry out various mandates and projects, in particular in connection with justice for children, which involves, among other things:

  • Implementation of the project to develop online training tools for justice personnel in Quebec
  • Ensure the operational and budgetary planning of the project in conjunction with the operations coordinator
  • Produce the project's contractual reports (narrative and financial) and work plans intended for the financial backer with a view to sending them to the program coordinator for advice and consolidation
  • Ensure the proper implementation of the project (achievement of objectives, monitoring of indicators, compliance with activity schedules, budget monitoring , quality of deliverables) according to the principles of results-based management and the procedures of the IBCR and the donor
  • Finalize the production of an inventory of child victims and witnesses of criminal acts in Quebec
  • Carry out research and develop, in collaboration with the project team, training modules intended for the various actors of the justice system to children in Quebec
  • Follow up on committees and working groups, prepare and run training
  • sessions Ensure regular, quality contact with institutional partners, in concert with program coordination
  • Ensure the recruitment and supervision of staff and experts assigned to the projects, including consultants and interns
  • Support for the implementation of the training project for officers of the judicial police and the national guard in matters of juvenile justice in Tunisia
  • Participate in collaboration with the coordination of expertises in the finalization of a mapping of needs in terms of capacity building of the police forces
  • Support the development of training modules / curricula for actors of the child protection system in the police sector (workshops and training kits)
  • Support the production of a practical guide for the benefit of training beneficiaries, relating to children in conflict with the law, child victims and children associated with violent groups
  • Participate in the logistics of missions and workshops in the field

Technical advice and institutional support

  • Support the transversal integration of juvenile justice in all deliverables and training tools produced by the expertise team at headquarters and in the field
  • Produce and participate directly in research, public policies, standard operating procedures and inventory
  • Participate in Bureau meetings and events
  • Support networking with governmental, intergovernmental and non-governmental institutions, agencies or organizations
  • At the request of his line manager, perform any other task related to his skills and the proper functioning of the Office



  • University degree in law, international law, criminal law, juvenile justice or related field
  • Minimum of four years of project management experience in human rights, children's rights, child protection and / or justice for children and / or legal advice on children's rights
  • Excellent knowledge of human and children's rights issues
  • Minimum of three years of experience developing training tools, andrology and facilitating training workshops
  • Experience in field missions in developing countries
  • Experience in administrative and financial management of projects
  • Excellent research, analysis and writing skills
  • Ability to plan work and meet deadlines
  • Ability to properly manage sensitive or confidential information
  • Excellent interpersonal skills, sense of humor and the ability to adapt quickly and work in a multicultural and multilingual environment.
  • Very good communication skills in French and English, both oral and written
  • Oral and written fluency in Spanish and / or Arabic an asset
  • Availability to take part in field missions outside of Canada


  • Knowledge of the Quebec justice system
  • Team management experience
  • Good knowledge of results-based management and the gender and development approach
