UNICEF Papua New Guinea is seeking to hire a consultant - Child Protection in Emergencies - for a period of three (3) months initially to lead the child protection preparedness and response interventions, in collaboration with key sectors in the Government.
The consultant is expected to be immediately available and he/she will work under the supervision of the Chief of Child Protection and in close collaboration with the Child Protection Officer in charge for response services and with the emergency specialist of the country office, as well as with other program and operations colleagues are necessary.
The consultant will also play a critical role to ensure coordination of child protection stakeholders during emergency preparedness and response, including UNICEF’s representation in the protection cluster and other relevant coordination fora.
The consultant will support in implementing the COVID-19 Government of Japan funding for Child Protection interventions. The consultant will provide technical assistance to the to the child protection program, specifically to relevant Government Departments on the following (but not limited) priority areas:
- Implementation, humanitarian performance monitoring, and reporting of the interventions under the COVID19 Child Protection preparedness and response plan
- Identification of gaps and opportunities to enhance the children and adolescents Mental Health and Psychosocial (MHPSS) programming.
- Strengthen existing coordination mechanisms for CP emergency response and//or identify new ones suitable to the PNG context.
- Ensure coordination with the UNICEF regional office in Thailand, including through weekly/periodic calls, participation in relevant webinars and other initiatives as required.
- Support the fundraising strategy of the country office by providing timely and quality inputs to respond and mitigate the impact of COVID 19 on children.
To qualify as an advocate for every child you will have…
- An advanced university degree (Master’s or higher) in Social Sciences, Public Administration, International Relations,Public Health, Education, or other fields related to the work of UNICEF. Training in emergency response and/or GBViE is considered a strong asset.*A first University Degree in a relevant field combined with 2 additional years of professional experience may be accepted in lieu of an Advanced University Degree.
- A minimum of five yearsof relevant professional experience inat national or international levels in humanitarian response, with focus of prevention and response to GBViE.
- Strong and documented experience in working with Government institutions.
- Experience in emergency preparedness.
- Familiarity with Monitoring and Evaluation (M&E) tools and principles and results-based management.
- Fluency in English (both oral and written) is a must and knowledge of one or more local language(s) is an asset.
