The position is located within the Local2030 Coalition Secretariat under the Global Solutions Division of UN-Habitat.  As the world prepares for the 2025 climate COP30, which will take place in Belém, Brazil, the Local2030 Coalition is mobilizing its global network to elevate the role of local and regional governments, local stakeholders, and multilevel governance in the implementation of the Paris Agreement.

Responsibilities:

  • Coordinate and facilitate regional and global consultations and dialogues towards COP30la.
  • Plan and support the organization of regional and global consultations and dialogues (virtual and/or in-person) focused on the role of local actors in climate action and multilevel governance. 
  • Ensure strong participation from member states (e.g., through CHAMP), local and regional governments, networks (e.g., Local2030 Hubs; associations of LRGs, etc.), and local stakeholders.
  • Report on the results of the COP30 regional and global consultations and dialogues.
  • Collect and analyze inputs from dialogues and consultations. 
  • Draft a detailed report documenting key findings, outcomes, and recommendations. 
  • Produce a synthesis report consolidating findings, recommendations, and key messages for presentation at COP30 and beyond. 
  • Contribute to and organize a local-focused high-level event at COP30.
  • Translate the key messages and outcomes of consultation and dialogue into the thematic and programmatic design of a COP30 high-level event or side event focused on local climate action.
  • Support logistics and partnership coordination for an in-person COP30 side-event or high-level dialogue.
  • Support logistics and partnership coordination to ensure a successful and inclusive in-person event at COP30.  Foster post-COP30 dialogue with Portuguese-speaking countries to boost localization and climate action.
  • Provide strategic support to Portuguese-speaking countries in establishing a dedicated platform or working group on localization and climate action within the Community of Portuguese Speaking Countries (CPLP).
  • Facilitate knowledge exchange and peer learning among CPLP members to sustain momentum, deepen multilevel governance and multi-stakeholder approaches, and create partnerships to boost localization and climate action.   Reporting Line  The position is located in the Local2030 Coalition Secretariat, as part of the Global Solutions Division.
  • The incumbent will be supervised by the Team Lead, with the overall supervision of the Head of the Secretariat.
  • The expert will work in close proximity to other team members, members of the Local2030 Coalition (especially Local2030 Hubs and Steering Committee members), and key partners involved in these global processes.

Requirements:

  • An advanced university degree in public affairs, political science, social sciences, urban studies, social sciences, development studies, or other relevant areas is required.
  • A minimum of seven (7) years of relevant working experience in research and knowledge and normative development. 
  • Solid experience in drafting reports, synthesis reports and policy briefs. Working experience on the 2030 Agenda and the local implementation of the SDGs and issues related to sustainable development and local development.
  • Knowledge and experience working with local climate action and resilience will be highly valued.
  • Fluency in English is mandatory for this specific consultancy.
  • Knowledge of Portuguese is an asset.
