Job Description


  • The United Nations Industrial Development Organization (UNIDO) is the specialized agency of the United Nations that promotes industrial development for poverty reduction, inclusive globalization and environmental sustainability. The mission of UNIDO, as described in the Lima Declaration adopted at the fifteenth session of the UNIDO General Conference in 2013 as well as the Abu Dhabi Declaration adopted at the eighteenth session of UNIDO General Conference in 2019, is to promote and accelerate inclusive and sustainable industrial development (ISID) in Member States. The relevance of ISID as an integrated approach to all three pillars of sustainable development is recognized by the 2030 Agenda for Sustainable Development and the related Sustainable Development Goals (SDGs), which will frame United Nations and country efforts towards sustainable development. UNIDO’s mandate is fully recognized in SDG-9, which calls to “Build resilient infrastructure, promote inclusive and sustainable industrialization and foster innovation”. The relevance of ISID, however, applies in greater or lesser extent to all SDGs. Accordingly, the Organization’s programmatic focus is structured in four strategic priorities: Creating shared prosperity; Advancing economic competitiveness; Safeguarding the environment; and Strengthening knowledge and institutions.
  • Each of these programmatic fields of activity contains a number of individual programmes, which are implemented in a holistic manner to achieve effective outcomes and impacts through UNIDO’s four enabling functions: (i) technical cooperation; (ii) analytical and research functions and policy advisory services; (iii) normative functions and standards and quality-related activities; and (iv) convening and partnerships for knowledge transfer, networking and industrial cooperation. Such core functions are carried out in Departments/Offices in its Headquarters, Regional Offices and Hubs and Country Offices.
  • The Directorate of Environment and Energy (EAE), headed by a Managing Director, aims to integrate and scale-up the energy and environment activities focusing on supporting governments and industries to provide sustainable and resilient soft and hard infrastructure for industrial development, supporting industries to contribute to climate neutral circular economy, and supporting governments and industries in fulfilling national commitments under multinational climate and environmental agreements. The Directorate consists of the Department of Environment and the Department of Energy.
  • The Department of Environment (EAE/ENV) contributes to ISID and the implementation of the SDGs, in particular of SDG 9, by greening existing industries and products, as well as by facilitating creation of new green industries and products, and by minimizing resource use along value chains and during the lifetime of products, facilitating uptake of circular economy practices.
  • The Department promotes the concept of circular economy, sustainable design of products with less materials, being easy to maintain and incorporating longevity, industrial resource efficiency to improve the effective use of natural resources including in particular materials and water; assists developing countries and countries with economies in transition to achieve the objectives of and compliance with multilateral environmental agreements; reduces the release of industrial pollutants into the environment; and improves sustainable access to water for productive uses.
  • The Department encourages industrial development for economic growth that is sustainable, resource efficient, beneficial to the climate, and resilient as well as protective of the natural environment and human health, and keeps workers, communities and consumers safe. Its activities serve to improve competitiveness, as well as development of and access to markets, particularly for SMEs.
  • The Department acts as the focal point in UNIDO for various multilateral environmental agreements and multilateral co-operation in the field of the environment: the Montreal Protocol on Substances that Deplete the Ozone Layer; the Stockholm Convention on Persistent Organic Pollutants; and the Minamata Convention on Mercury; as well as other relevant international initiatives and conventions such as the Strategic Approach to International Chemicals Management (SAICM), and multilateral co-operation in initiatives like the Partnership on Action for Green Economy (PAGE) and the Green Growth Knowledge Platform (GGKP) and the Green Industry Platform (GIP). The Department coordinates its service delivery with the services offered by other technical departments, and other relevant organizational entities of UNIDO.
  • This position is located under the Montreal Protocol Division (EAE/ENV/MPD) is responsible for planning, developing and implementing activities for developing countries and countries with economies in transition to facilitate compliance with the Montreal Protocol and in particular its Kigali Amendment, and to support countries to achieve their nationally determined contributions to reduce emissions of greenhouse gases under the Paris Agreement through activities related to the Montreal Protocol and its Kigali Amendment. The services of the division are focusing in particular on transformative approaches for manufacturing in refrigeration, air conditioning and insulation foam sectors; related working fluids and chemicals; total greenhouse gas emissions caused by related products; their green design to extend their lifetime and reduce further their greenhouse gas emissions; as well as related capacity building and policy support.


  • tInstitutional Strengthening – Phase XIV & XV
  • The National Ozone Unit (NOU) in Mexico is considered as an integral part of the General Direction of Air Quality Management, and has full commitment with the national administration, has direct contact with the vice ministry for environmental protection, mainly in order to direct the policies, strategies and priorities for Mexico in ozone layer protection activities.
  • The project aims at institutional strengthening and capacity building of the SEMARNAT (Ministry of Environment)/ NOU and will ensure support to the Government in meeting its obligations under the Montreal Protocol on the substances that deplete the ozone layer.
  • In this context, the NOU will be assisted in monitoring and identification of the consumption and production of ozone-depleting substances and updating of national policies and regulations, with the main focus on HCFC consumption.
  • The NOU will monitor all project related activities, including the collection of consumption and production data and reporting as required by the Montreal Protocol and the Multilateral Fund, with a specific focus on the HCFC phase-out schedule for the Article 5 countries and the agreement between Mexico and the Executive Committee.
  • The NOU has successfully implemented demonstration, training, technical assistance and investment projects, which have eliminated 98% of the ozone-depleting substances used in the country: chlorofluorocarbons, methyl bromide, carbon tetrachloride and halons, and thus, are successfully fulfilling their commitments to the Montreal Protocol. Currently, progress is being made on the elimination of the consumption of HCFCs, in the monitoring of the consumption of methyl bromide for quarantine treatments, as well as on the reduction of the production and consumption of hydrofluorocarbons, substances that do not damage the ozone layer, but which have a high potential for global warming.
  • In order to address the outstanding tasks and new commitments to the Montreal Protocol, as well as to comply with national and international guidelines applicable to project development, it is considered relevant to promote the strengthening of the NOU, through operational monitoring of activities, documentation and dissemination of projects, gender equality and training of staff in technical aspects and in the implementation of environmental projects with international funding.
  • Institutional strengthening actions will also aim to make more efficient the link between the national government and the implementing agency.
  • The communication specialist would provide transversal support to the NOU for the designing, implementation and continuous updating of the communication strategy (as a supplement to technical training programs) regarding the implementation of the Montreal Protocol and the Kigali amendment in Mexico, identifying relevant stakeholders and relevant social groups. This may include the development of social communication campaigns, environmental education activities and local monitoring groups, in order to increase public awareness concerning the use of climate friendly substances and to foster a more sustainable refrigeration culture in Mexico.
  • The technical expert will work at the National Ozone Unit located at SEMARNAT and is expected to provide technical services to SEMARNAT and UNIDO and to contribute to the utmost efficiency and productivity of the HFC phase-down projects. S/he will closely coordinate the activities with the Coordinator, the national Ozone officer and colleagues in the National Ozone Unit (NOU) at SEMARNAT and UNIDO.


She/He will be expected to:


Support the design of the communication strategy for the Montreal Protocol programme in Mexico by;

  • In cooperation with all NOU team conduct a stakeholder mapping exercise to identify the relevant stakeholders and/or targeted groups/audiences for each project
  • Survey stakeholders groups and collect data on the communications need
  • Determine the communication need of the NOU: regulatory, project related, public awareness
  • Identify communication channels used by SEMARNAT, UNIDO, training schools and national service providers. Define how to match them with those used by beneficiaries
  • Propose a preliminary draft of a 2021-2023 strategy to address different stakeholders and priorities based on the needs
  • Define a visual identity manual
  • Introduce a gender sensitive dimension to communication from the NOU
  • Periodically update the strategy

Output to be achieved:

  • The NOU has well defined strategy to communicate with all stakeholders and/or targeted groups/audiences and is able to report on their outreach, that is gender mainstreamed.

Communications actions under specific projects

  • Based on the needs identified, jointly with project coordinators, propose a plan to execute and report on communications campaigns for specific activities. For example, under the HPMP-2 design campaigns to promote best practices in refrigeration, raise awareness of training opportunities or share technology updates
  • Organise specific events related to project milestones such as online webinars, dissemination activities of key technical reports, project closure, among others
  • Produce op-ed articles and raise awareness of issues relevant to MP project
  • Jointly with project coordinators define the need for services such as graphic design, videographers, photographers, and/or online media support. Prepare Terms of reference and supervise external contractors were needed

Output to be achieved:

  • All projects have well-structured events that have high visibility and a consistent messaging.

Knowledge sharing

  • Define mechanism to share relevant knowledge with stakeholders and/or targeted groups
  • Implement knowledge sharing practices as part of the communications campaign

Output to be achieved:

  • Technical knowledge generated by the MP project is well structured and available in a single repository for all stakeholders to access.

Public awareness activities

  • Based on the needs identified, propose a plan to execute and report on communications campaigns of the general public
  • Organise specific events to raise awareness of MP issues, such as World Refrigeration Day and International Day for the Preservation of the Ozone Layer

Output to be achieved:

  • General public in Mexico is aware of the Ozone protection and Kigali amendment issues and can access information that is relevant to them from consumer awareness and public health and safety perspectives.

Online media presence

  • Suggest on most efficient ways to target the communications strategy to online channels, including the official SEMARNAT social media accounts, and the NOU accounts
  • Help create a dedicated website for the NOU under the SEMARNAT website to feature news and share knowledge
  • Assist with managing of social media communication as a part of the execution of the strategy
  • Measure the traffic in social media channels and produce reports that feed into the periodical update of the strategy

Output to be achieved:

  • The online media channels from the NOU have consistency and coherence and accurately reflect the activities enabling a larger share of stakeholders to participate in a dialogue with the NOU.

In line with UNIDO and donor requirements and templates, the consultant will have to prepare and submit the following reports and documents:


  • Provide periodical updates to the NOO of his/her main activities,
  • Contribute to the preparation of progress reports to the donor,
  • Produce Back to Office Mission report (BTOMR) for each travel conducted under the project.
  • At the conclusion of the assignment the consultant shall submit a final report comprising of a summary of activities carried out with attached all deliverables prepared within the scope of his/her assignment.



  • Advanced University degree (Master’s degree) in communication and journalism or related is required.


  • Fluency in written and spoken English and Spanish are required.
