Job Description

Overview: Infectious Disease Detection and Surveillance (IDDS) is a five-year USAID-funded project with the following overall objectives:

  • Improve the detection of diseases of public health importance and identification of antimicrobial resistance (AMR) in priority infectious diseases through an accessible, accurate, adaptable, timely, and integrated diagnostic network system;
  • Improve the quality of real-time surveillance systems for pathogens of greatest public health concern, including AMR and zoonotic diseases, and;
  • Generate evidence-based guidance and innovative solutions to strengthen in-country diagnostic networks and surveillance systems. In Bangladesh, the IDDS project will focus on activities to strengthen the TB diagnostic network in line with the Government of Bangladesh’s National Strategic Plan to achieve three key results:

A comprehensive TB diagnostic network with strong underlying health systems Strengthened capacity of the national reference laboratory and regional/reference laboratories A functional network of GeneXpert instruments

FHI 360 is seeking a Communications and Advocacy Officer (CAO) to support the TB diagnostic network systems strengthening work for the IDDS project. The work will focus primarily on supporting the IDDS Bangladesh team to develop technical briefing documents and presentations, document IDDS Bangladesh activities for internal and external audiences, and develop effective materials to advocate to the Government of Bangladesh, stakeholders and donors to gain support for proposed sustainable strategies to enhance the TB diagnostic network. The position will be based in Dhaka, Bangladesh and may include some in-country travel.

This position reports to the IDDS Bangladesh Team Lead but will be coordinating closely with the IDDS HQ Communicators Advisor for technical guidance.

Technical Responsibilities:

In conjunction with IDDS Bangladesh and Headquarters based leadership the CAO is expected to perform the following:

  • Develop IDDS technical briefs, presentations, and communications products (for internal and external audiences);
  • Researches, writes, and edits a broad range of communications that promote the activities of IDDS in Bangladesh;
  • Develop processes and documentation of IDDS Bangladesh activities and accomplishments for internal and external audiences;
  • Ensure compliance with the project’s branding and marking plan;
  • Develop an IDDS Bangladesh advocacy strategy and supporting technical briefs and budgets to be used to advocate to the Government, stakeholders, partners, and donors for allocation of resources and for revisions to the governance structures of the TB diagnostic network;
  • Coordinate project events in the country;
  • Provides consultative review and editing to IDDS Bangladesh communications to ensure accuracy and clarity of message and tone.
  • Maintains accurate histories, profiles, and organizational records of key IDDS stakeholders, partners and collaborators;
  • Supports IDDS staff with arranging/preparing for donor, partner, and stakeholder meetings and other external facing events

Required qualifications:

  • Bachelor’s degree in communications, marketing, international development or a related area
  • At least 2 years of experience providing communication and knowledge management expertise to a technical assistance project
  • Experience developing communications and advocacy strategies, and materials related to relevant project technical areas
  • Excellent English verbal and written communication skills
  • Good facilitation, diplomacy and editing skills
  • Proficiency in Microsoft Office applications (Word, PowerPoint, Outlook, Excel)
  • Ability to travel domestically as necessary (approximately 15% time)
  • Experience working in Bangladesh
