Background Information - Job-specific:

UNOPS is expanding its operational support in South Asia and has established the Nepal Operations Hub (NPOH) in January 2018, overseeing the development and implementation of projects in 7 countries (Bangladesh, Bhutan, India, the Maldives, Nepal, Pakistan and Sri Lanka). UNOPS' activities in South Asia grew considerably over the past 4 years, especially in response to the 2015 Nepal earthquakes and the ongoing Rohingya refugee crisis in Bangladesh. The hub portfolio also includes government capacity building projects and infrastructure delivery.

The Government of India (GoI) funded Socio-Technical Facilitation Consultancy (STFC) support for housing reconstruction in Nuwakot has been implemented by UNOPS from March 8, 2018. This support reaches 2 Municipalities (Bidur and Belkotgadhi) and 8 Rural Municipalities (Kakeni, Meghang Tarkeshwar, Suryaghari, Dupcheshwar, Kispang, Likhu and Tadi) targeting a total of 23,088 house owners, identified by the Government of Nepal (GoN) and GoI.

To deliver high-quality socio-technical facilitation, UNOPS partnered with Build Change (BC). For the provision of socio-technical facilitation, the main project interventions include:

  • Increasing awareness of earthquake-related disaster risk and understanding of earthquake-resistan     construction principles;   Conducting on-the-job training and assessments for skilled and unskilled labour;
  • Offering on-site technical advice and guidance on construction technology, design options,
  • disaster-resilient features, government norms, material procurement and construction management to homeowners;
  • Supporting homeowners in applying for and receiving National Reconstruction Authority (NRA) reconstruction tranches;
  • Providing monitoring and quality assurance of the project through technology;
  • Providing NRA approved drawings and support in obtaining a building permit

The main purpose of this position is to facilitate effective and timely reporting and communication on the Nepal Country Programme, and its constituent programmes and projects.
Reporting:

  • Write and edit reports for the STFC and ensure the timely delivery of monthly, quarterly, annual and ad hoc reports to donors and project partners in compliance with legal requirements;
  • Produce high quality reports based on project activities and agreement deliverable.

Communication:

  • Implementation and contribution to the communication strategy of the STFC.
  • Assist in the development of media materials relevant to STFC’s communication plan and project agreement;
  • Support the production of project factsheets and other visibility materials, and preparation and timely distribution of press releases when required;

Visibility and branding:

  • Oversee project branding by supporting the development and editorial oversight of all public materials, including the website, tweets, instagram and facebook account;
  • Participate in the production of social media content (pictures, testimonies, videos etc.)
  • Advise Project Managers on the production of visibility materials.

Events: Provide support to teams in event planning as well as outreach programmes.

Skills required for the position: Understanding of communication and reporting requirements for international development projects, more specifically the usage of logical frameworks, M&E plans, communication plans, factsheets and dashboards.

Functional Responsibilities: The Officer shall assist the Head of PMO in the following duties and responsibilities:

Reporting

  • Assist Project Managers with the timely delivery of progress reports to donors and project partners in compliance with legal requirements;
  • Communication
  • Maintenance of the NPOH Communication Plan;
  • Assist in development of media materials relevant to NPOH’s business plan;Support the production of project factsheets and other visibility materials, and preparation and timely distribution of press releases when required;

Visibility and branding:

  • Assist in a ‘brand guardian’ role by supporting development and editorial oversight of all public materials, including the website, presentations, proposals and reports;
  • Participate in the production of social media content (pictures, testimonies, videos etc.)
  • Advise Project Managers on the production of visibility materials.

Events: Provide support to teams in event planning as well as outreach programmes.

Education/Experience/Language requirements:

Education:

  • Bachelor University Degree is a minimum requirement.
  • Enrollment in, or completion of Advanced university degree (Masters or equivalent) in Communication, Journalism or in any other relevant area is preferred.

Work Experience:

  • A minimum of two years of relevant experience in communication, outreach and community engagement and reporting is required;
  • Experience in the usage of computers and oce software package (MS Oce is required)

Language:

  • Fluency in written and oral English is required
  • Basic in Nepali is an advantage.
