The overall goal of the UNICEF Malawi Country Programme of Cooperation, 2019-2023 is to contribute to the Government of Malawi’s efforts to implement and decentralize policies related to children, focusing on the most disadvantaged and deprived, to have their rights progressively respected and fulfilled so they can survive, grow and develop to their full potential in an inclusive and protective society.

How can you make a difference?

The key tasks of the consultant are listed below.

Conduct a desk review of all relevant documents to address the objectives outlined above.
Conduct series of interactive community dialogues, FGDs and KIIs in line with Social Ecological Model with

  • government, NGOs/FBO/CBOs (national and local), media (national and community), academic research and education institutions, at organizational and structural level (district and central).
  • community leaders (paramount chiefs, senior chiefs, religious) at community level.
  • community members (men, women and children and young people) at household level

to gain a deeper understanding of enabling environment, supply and demand, local context, content and experiences with design, planning, implementation, M&E in community engagement and empowerment, especially with socially and geographically hard to reach populations.

Based on the desk review and mapping of community engagement platforms, assessment of community engagement approaches and tools, plan and facilitate stakeholders’ consultation workshop to share the findings and collectively decide the key principles, approaches and tools to develop integrated framework for implementation and guideline to engage and empower communities working with government (service delivery platforms), traditional and religious institutions, media delivery platforms.
Develop
The final draft integrated implementation framework, including community engagement and empowerment guideline based on outputs from the workshop review and in line with the research findings (literature review, meetings with partners, community dialogues)
Develop M&E indicators (outcome, output and input) to assess the effectiveness, efficiency, relevance and applicability and sustainability of community engagement platforms, approaches and tools.

To qualify as an advocate for every child you will have:

  • The consultant should have a minimum academic qualification of an advanced degree in development studies, with special focus on community development, political economy, decentralization, social and behavioral sciences, including anthropology with a good track record in publication and in conducting similar activities.
  • More than 8 years of progressively responsible professional work experience at the national and international levels in planning, implementation, monitoring, evaluation and management of integrated community development, child friendly communities, community resilience and community led social change programmes/projects.
  • Experience in development of community engagement and empowerment guideline and tools is must.

The consultant should have the following skills and expertise, as well:

  • Sensitivity to cultural diversity, good analytical and excellent communication and writing skills.
  • Management, coordination and integration experience in community development programmes/projects with major focus on early childhood development, adolescents and young people, community resilience.
  • Working experience with the knowledge of UNICEF mandate is an advantage.
