Job Description

The role:

The project works collaboratively with the Ministry of Health (MOH) programs at the national and subnational level, and in complementarity to relevant USAID implementing partners (IPs) to improve the effectiveness of SBC to achieve better, sustainable health outcomes. This activity contributes to the Mission Country Development Cooperation Strategy (CDCS) Development Objective 3 of "Foundations for growth strengthened through a healthy, productive, and educated population."


  •  Provide overall leadership and technical oversight of Breakthrough ACTION Liberia's community capacity strengthening and engagement (CCSE) activities;
  •  Coordinate and lead the capacity-building of a wide variety of stakeholders to roll out integrated community capacity strengthening and engagement processes at the county and district levels;
  •  Collaborate with the senior leadership team and other senior technical advisors of the project to ensure coordination of implementation approaches and timely completion of the project ;
  •  Coordinate with the M&E team to ensure tools and procedures are adequate to monitor and document progress and results of the CCSE activities;
  •  Represent Breakthrough ACTION Liberia at the national level with the MOH and other external stakeholders in community health-related matters and any others as decided by Breakthrough ACTION Liberia leadership;
  •  Conduct regular field visits to ensure activities are being implemented as designed;
  •  Lead the drafting of regular monthly, quarterly and annual reports on the CCSE activities and contribute to annual work planning processes;
  •  Supervise and mentor the Community Engagement Officer;
  •  Other duties as assigned.

Qualifications and Experience

  •  At least a master's degree in public health, social sciences or relevant behavioral sciences;
  •  At least 10 years of experience in public health promotion, health or behavioral science, or related field and demonstrated expertise in the management of community-based teams;
  •  Demonstrated leadership abilities and experience in community capacity strengthening and mobilization and working with community structures in Liberia;
  •  Experience with SBC strategy and materials development;
  •  Recognized expertise in the application of participatory tools and approaches in the context of MNCH and adult learning;
  •  Proven experience delivering high quality, learner-centered training to staff and community members and strong knowledge of community capacity building for team members, government and community counterparts;
  •  Deep understanding of the health system and policy processes, health sector programs and significant players in the Liberia health system;
  •  Familiarity and understanding of USAID policies and procedures (highly preferred), or those of other donor-funded community-based projects;
  •  Proven abilities to set priorities, multi-task, and work collaboratively across technical disciplines;
  •  Possess outstanding professional reputation and have strong demonstrated interpersonal, written, and oral presentation skills;
  •  Willingness to travel within the country as needed;
  •  Excellent communication and interpersonal skills and an ability to motivate staff;
  •  Proven ability to manage a complex and demanding workload;
  •  Highly developed cultural awareness and ability to work well with people from diverse backgrounds and cultures;
  •  Excellent spoken and written English;
  •  Excellent computer skills (particularly Word, PowerPoint, Excel, and database).
