OBJECTIVES OF THE PROGRAMME
WHO is a specialized agency of the United Nations with objectives to promote health, keep the world safe and serve the vulnerable. The WHO Indonesia Country Office directs and coordinates the authority for health by supporting the Indonesian Government in the formulation, implementation and evaluation of national health policies, strategies and plans, setting norms and standards, improving knowledge dissemination and management, monitoring country health situation and building sustainable institutional capacity.
The Country Office continually improves its administrative efficiency in managing financial and human resources in a results-oriented and transparent manner. This is crucial for the organization to deliver appropriate technical assistance to the Government.
The objective of the Programme is to deliver WHO core functions at the country level, with particular focus of the Organization's directing and coordinating role for international work. The specific unit objective is to facilitate programme delivery by carrying out budget and financial management in an efficient and effective manner and provide analytical advice to programme delivery collaborators, staff and consultants in all aspects of administrative and financial operations including budget and finance, human resources, procurement, travel, logistics, etc. The incumbent will look into the compliance and risk management aspects of financial implementation; identify/respond to risks, maintain a record of risks mitigated/averted and suggest better ways and means of financial implementation.
DESCRIPTION OF DUTIES
Under the direct supervision of Administrative Officer and overall guidance of WR, the incumbent will:
- Identify internal constraints which undermine compliance within WCO's programme and operations, and propose corrective measures, review the current approaches available on assessing, measuring and mitigating risks;
- Design tools and propose risk mitigation and compliance measures in key operational areas, including inter alia procurement, human resources, finance and security in collaboration with the primary focal points of these respective units;
- Provide support in the implementation of WHO collaborative programmes, especially budgetary and financial implementation, recording and reporting through use of managerial tools;
- Develop and maintain standard operational procedures (SOPs) and checklists for effective support and service delivery to the technical programmes in the WHO country office and overseeing the relevant team for accurate and timely reporting to the WR for informed decision-making;
- Assist AO in closely monitoring implementation of assessed and voluntary contributions (AC/VC) for programme activities and ensuring compliance with WHO financial regulations and best practices followed;
- Verify and provide budget clearance to project proposals, correspondence and requests, ensures compliance with financial regulations, policies and procedures;
- Follow-up on recommendations of Internal Oversight Service, regional review mission and internal/external audit team related to budget and finance aspects of implementation;
- Provide analytical inputs, maintain and update risk management registers/tools to identify areas requiring attention; rectification of oversights and alert in advance to the programmes and/or WR for appropriate risk management/mitigation measures;
- Train and sensitize country office staff with the WHO financial rules and regulations and ensure inventory records are in place;
- Work closely with planning and technical unit to ensure WCO's awards and accounts are managed well and necessary budgetary and financial actions in GSM are implemented on time, including WP funding requests, submission of award budgets, reprogramming requests and expenditure batches while ensuring timely response to technical unit's requests;
- Develop and maintain an accurate financial tracking system of all financial activities and monitor implementation rates and prepare appropriate reports;
- Any other relevant duties as may be assigned by the supervisor;
- Submit an end of assignment report (mandatory).
- Essential: University degree in Business Administration, Public Administration, Finance or related field.
- Desirable: Master's Degree in business/Public administration, finance, accounting or related field.
- Essential: At least five years of experience in financial management, internal control and related monitoring processes and systems, including some years of international experience.
- Desirable: Experience working in United Nations or an international organization. Experience in designing, policy development and implementing internal control and compliance.
Functional Skills and Knowledge

- Ability to adapt in multicultural environment, establish and maintain good working relationships.
- Knowledge of WHO rules, regulations, policies and practices would be an asset.
