Job Description

Background Information - Job-specific

Senegal has included the development and strengthening of the early childhood and pre-primary education sub-sectors among the priorities of the 2018-2030 education sector plan. The conclusions of the UNICEF report “Skills assessment of children entering primary school in Senegal”, among other things, highlighted the importance of pre-school education for the preparation of children for the educational path and the limited coverage of these services at national level.

Within the framework of the partnership between UNICEF and KOICA (Korean cooperation) for improving the capacity and quality of the early childhood and pre-primary education sub-sectors, UNOPS will be responsible for the infrastructure component. This component will relate to the construction of 8 huts for toddlers in the departments of Louga and Dagana.

Functional Responsibilities

  • Under the direct supervision of the Project Manager, the engineer will be called upon to carry out the functions of coordination, assignment of tasks and daily operations related to infrastructure activities, such as evaluation, design, management of construction and monitoring of works.
  • He / she will participate in the coordination of the construction works, will ensure the progress and the implementation of the project and will participate in the decision-making in all the stages of the implementation.

Analysis and knowledge of infrastructure design

  • Contribute to the choice of sites for the construction of small children's huts in the departments of Louga and Dagana;
  • Participate and contribute to the design of infrastructure projects (vertical and horizontal);
  • Assist in the development of the action plan to implement the management of infrastructure construction;
  • Assist the project manager in the preliminary mission with the client and funder;
  • Help manage the design plan to ensure that the deliverables are available at the appropriate time and that they meet quality standards;

  • Participate in the preparation of the final design documentation and submit it for comments and approval;
  • Provide the purchasing team with technical support in the preparation of tender documents and the analysis of bids, as required;

Supervision of the construction of the little ones' huts

  • Supervise and manage the execution of road construction works according to the directives of the main project engineer, in accordance with the provisions of the contract and the design specifications;
  • Ensure the control of quantity and quality as well as the respect of the schedule;
  • Verify that the work conforms to the technical specifications of the project and immediately report any discrepancies;
  • Assist in the general management of the implementation of construction works to ensure that they are completed on time, within budget and quality standards;
  • Ensure regular supervision of the progress of the works and the quality of the project in order to respect the delivery deadline;
  • Help prepare project and contract documentation, including periodic progress reports, site reports, minutes of stakeholder meetings, engineers' instructions and change orders, invoice verification reports from the entrepreneur, certifications, documents for the delivery of products to the partner and end of contract reports;
  • Supervise studies, control engineering works, etc.

Knowledge management

  • Help provide training and transfer technology to national and contractor personnel. Provide them with advice on good road construction and environmental management practices, as well as health and safety standards to be observed during construction;
  • Contribute to the dissemination and sharing of good practices and lessons learned in development planning and knowledge building;

Education / Experience / Language requirements

Education

  • The candidate must hold a graduate university degree in civil engineering or another related discipline.
  • An undergraduate university degree combined with 2 additional years of relevant experience may be accepted in lieu of the Graduate Diploma in Civil Engineering, or other related disciples
  • AutoCAD certification is an asset.

Professional experience

  • A minimum of 2 years of experience in civil engineering and / or monitoring construction work is required.
  • Experience in the implementation of infrastructure projects.
  • Knowledge of the design, sizing and calculation of engineering structures is required.
  • Knowledge of the contracts of the International Federation of Consulting Engineers (FIDIC) is an asset.
  • Experience working in the United Nations system is an asset.

Languages

  • Fluency in spoken and written French is required.
  • Good knowledge of English is an asset.
