How can you make a difference?

The Health and HIV Section, UNICEF East Asia and Pacific Regional Office (EAPRO) is seeking an individual consultant to conduct in-depth analysis of available data (at global, regional and country levels) and draft country profiles or fact sheets on adolescent health/HIV and beyond.

Nature of Consultancy:

To support the UNICEF Regional Office for East Asia and Pacific (EAPRO) and UNICEF country offices in East Asia and the Pacific (EAP) to generate evidence in assessing the status of health systems including adolescent health and HIV.

Background:

In recent years, UNICEF has been actively working in evidence generation to promote and guide the work in narrowing health inequities, guided by the UNICEF’s Strategy for Health and the UNICEF Health Systems Strengthening Approach. Since 2016, the Health Section in EAPRO has developed Country Profiles for Immunization, which have been found valuable to track the evolvement of performance in immunization systems and guide priority setting. Building on the experience and positive feedback received, the Health Section is now planning on developing Country Profiles for adolescent health and HIV applying the latest data available, and further expanding the analysis by incorporating other sector specific (MNCH, Nutrition, Education) as required to guide country efforts in accelerating progress on adolescent health and HIV towards Universal Health Coverage for adolescents in general and those most of risk (young key populations) in the region.

Work Assignment:

Under the supervision of Chief of Health and HIV/AIDS Specialist, the consultant will:

  • Develop analysis proposal (with overall guidance from designated supervisors), including objectives, areas for analysis; list of data required, methodologies and expected outcomes;
  • Gather historic health and equity data against indicators selected;
  • Conduct in-depth analysis on the performance of health systems against the selected indicators, by working together with the designated supervisors and relevant UNICEF country offices;
  • Conduct secondary analysis with relevant survey data, including the latest Demographic and Health Survey (DHS) and Multiple Indicator Cluster Surveys (MICS),
  • Draft country profiles/fact sheets on Immunization, adolescent health, HIV and broader health;
  • Assist in developing urban immunization/adolescent health/HIV fact sheets;
  • Assist in preparing for the regional health network in 2020 (focusing on data analysis);
  • Regularly discuss progress and findings with the designated supervisors;
  • Consolidate, streamline and develop health databases for future use; and
  • Recommend future actions in data management including routine analysis.

Qualifications or Specialized Knowledge/Experience Required:

  • Degree in statistics, public health, or related sciences;
  • At least five-year experience in public health or other social development programs;
  • Experience in conducting data analysis and developing country profiles in the area of public health, preferably national immunization programme (relevant documentation required).
  • Good knowledge of immunization programme.
