Consultancy services for revision of financial policies (as part of a revision of the quality management system)
The Jiyan Foundation for Human Rights is a non-governmental, non-profit human rights organization headquartered in Erbil, Iraq and Berlin, Germany. Since 2005 we support survivors of torture and violence in Iraq with free-of-charge medical and psychological treatment as well as legal counseling. The work of Jiyan Foundation is supported by the Federal Government of Germany and other international donors.
During its 14 years of operations, the Jiyan Foundation has not only expanded the scope of its work, but also significantly grown in size. With more than 220 staff who work in eleven centers in six Iraqi provinces and in an international liaison office in Berlin, the Jiyan Foundation has evolved into a professional medium-sized NGO within a relatively short time.
Since 2018, the Jiyan Foundation has initiated an ongoing process of organizational development. This includes the design and revision of key policies, the revision of the organizational chart including the reorganization of its programs and the introduction of new hierarchy levels, the improvement of the monitoring and evaluation system, and the enhancement of clinical structures.
The process further encompasses an overhaul of the organization’s financial reporting system, in response to the growing demands to financial reporting and accountability in the non-government sector.
Between November 2018 and June 2020, the Jiyan Foundation is implementing a GIZ-funded project aimed at enabling returnees and internally displaced persons in Iraq to (re)build their lives by providing them with psychological counseling and treatment, legal support and medical care. These ToR are part of the ongoing project.

The working language for the assignment is English (German is possible for Berlin staff). All documents need to be delivered in English.
The contract to be awarded is an independent consulting service. It is to be carried out independently in coordination with the project coordination and management of the Jiyan Foundation. The consultant is not subject to any instructions and the consultancy does not establish an employment relationship with the Jiyan Foundation.
The analysis phase should take place between 15 May and 30 June. All documents shall be submitted to the Jiyan Foundation by 31 August 2019.
The consultancy process should take place in close cooperation with management staff of the Jiyan Foundation in order to ensure a valuable result. Project staff will support the process at all stages.
