Field of activity

In Libya, the so-called Arab Spring and the overthrow of the ruler Muammar al-Gaddafi were followed by civil war. Despite internationally brokered peace negotiations, the country remains divided. The national unity government could not meet the expectations of state building, peace and democratization. In addition, it faces, among other things, a competing government in the east of the country. Libya is a main transit country for refugees and migrants on their way to Europe.

GIZ is active in Libya on behalf of the Federal Ministry for Economic Cooperation and Development (BMZ) and the European Union (EU). In cooperation with the internationally recognized national unity government, it supports in the following areas:

  • Local development and decentralization
  • Economic and employment promotion
  • Social dialogue processes
  • Basic health care
  • Political participation of young people

Against the background of the growing portfolio, cross-project consulting in the areas of monitoring, evaluation and knowledge management is to be established.

Your tasks

  • Development and further development of the monitoring system for projects in the GIZ Libya portfolio
  • Preparation of figures, data and facts for external communication to the clients in the Libya portfolio
  • Preparation and quality assurance of reporting to the client
  • Development and structuring of the internal knowledge management for the development of "best practice" and effects
  • Development of a process for the allocation of costs to outputs on the basis of "onSite Operations"
  • Support with the external presentation and visibility of the GIZ Libya portfolio
  • Preparation, control and quality assurance of evaluation missions
  • Coordination of activities in the field of monitoring and evaluation

your profile

  • Completed master's degree in international relations, political, social or economic sciences or in other relevant subjects
  • Several years of work experience in development cooperation as well as regional knowledge, particularly of Libya
  • Several years of work experience in the field of monitoring, evaluation and knowledge management
  • Experience in empirical research, knowledge of qualitative and quantitative survey methods and analyzes as well as GIZ instruments and processes
  • Teamwork, social and intercultural competence as well as organizational skills and flexibility
  • Good assertiveness and the ability to control structured work processes while taking operational challenges into account
  • Strong communication skills, context-appropriate and politically sensitive demeanor as well as high intercultural competence and the ability to work together and network heterogeneous groups
  • Proficient in German and English; Knowledge of French or Arabic is an advantage
