Job Description

Indonesia is very prone to disaster. To build the capacity of the National Disaster Management Authority (BNPB) and the other relevant stakeholders in the country, ADPC and BNPB, with support from USAID, implement a project “Program for Strengthening the Technical and Organizational Capacity of BNPB Training Center in Indonesia”. The project aims at enhancing the capacity of BNPB Training Center, the Indonesian National Disaster Relief Training Ground (INA-DRTG), to deliver DRM training programs for its clients, through provision of policy advisory services, support in the development of the needed curriculums and modules, and training for capacity building of staff.

To date the project has nearly completed its first phase and is in the process of developing its second phase. To monitor and evaluate progress in the implementation of the project and capture lessons from its implementation, ADPC intends to hire an individual monitoring-evaluation and reporting consultant (Indonesian national only). In this context, ADPC is inviting applications from qualified candidates to fill this consultant position, who will be responsible for supporting the project team leader in monitoring and evaluating the project progress, and identifying obstacles and constraints as well as reporting the overall achievement of the project for better implementation of the project in its second phase.

Purpose of assignment

The purpose of the consultancy is to monitor and evaluate project progress and capture lessons from its implementation and report these in an appropriate format.

Scope of Work

The consultant will be responsible for the following tasks:

  • Guiding the overall monitoring and evaluation of project
  • Monitoring the progress of all project activities and the work of the consultants
  • Writing project annual report and impact stories
  • Helping ensure that gender and other crosscutting issues are mainstreamed into the project activities
  • Evaluating the overall effectiveness and efficiency of the project
  • Documenting lessons learned, good practices and case studies and present them in the proper format and methods


The consultant shall commence work by December 1, 2017 and end it by February 28, 2018.


  • Project monitoring and evaluation report
  • Project annual report
  • Stories, lessons learned, good practice documents as agreed with the team leader
  • Edited versions of curriculums and modules (approximately 3 sets)

Qualification and Experience

  • Master degree in Disaster Management, Language Studies and Literature, Statistics or any other related fields is essential;
  • At least 10 years of proven experience in Results Based Monitoring-Evaluation and Reporting in the field of Disaster Risk Management;
  • Previous experiences in humanitarian response, or disaster management, or DRR works are essential;
  • Previous experience in working with UN, Government agencies and Humanitarian NGOs would be an added advantage;
  • Proven experience in working with multiple donors, familiarity with donor requirements, donor reporting, and progress reports submission. Knowledge of USAID requirements is strongly preferred but not required.

Technical direction/supervisor

The consultant will work under the supervision of Valentinus Irawan, Indonesia Project Team Leader, Pahrian Ganawira Siregar, Capacity Development Specialist, and work closely with Sandy Permana, Admin and Finance Officer, ADPC Indonesia project.
