A series of localized emergencies happen in Tanzania every year requiring a timely and appropriate response. Small to medium scale emergencies, both natural and man-made hazards including drought, floods, refugee influxes, earthquakes and epidemics often affect livelihoods, destroy infrastructure and cause food insecurity and health problems. Moreover, climate change, deforestation and manipulation of natural drainage channels have increased the risk of floods and displacement of people, changing weather patterns and consequent uncertainties, particularly to farmers. The country has experienced periodic cholera outbreaks, including a widespread outbreak since August 2015 until 2019. In May 2019, Tanzania was exposed to a threat of Cyclone Kenneth which posed a potential threat to some regions in the southern regions mainly Mtwara, Lindi and Ruvuma.
Potential cross-border transmission of Ebola Virus Disease (EVD) from currently affected countries (DRC and Uganda) makes Tanzania among the priority countries for stepping up preparedness measures according to the assessment done by World Health Organization (WHO) in September 2018. The Disaster Management Departments of the Prime Minister's Office (mainland) and the Second Vice Presidents Office in Zanzibar are leading the overall coordination of emergency preparedness and response in close collaboration with the lead Ministries, and with the Local governments. With the current increasing risk of cross-border transmission of EVD, UNICEF Tanzania is intensifying preparedness actions in nine regions and 26 districts identified as high risk.
The purpose of the RRM Roster is to ensure readiness in Risk Communication and Community Engagement to support emergency preparedness and response through a predictable and coordinated approach to emergencies.
Objectives, Purpose & Expected results
The main objective of the RRM roster is to ensure readiness for implementation of emergency SBCC including Risk Communication and Community Engagement, and evidence-based communication plans of action at regional and district levels.
Description of the assignment
The TOR is NOT for recruiting for a vacant position but rather to invite for surge personnel with experience SBCC when the emergency escalates to the response mode. Inclusion in the Roster does not guarantee any future contractual relations with UNICEF. Location of assignment is to be determined as the need arises.
