Job Description


In February 2019, the United States Government approved the financing through USAID of an initiative called "Tertiary Prevention" (Today and henceforth, the "Pioneer Project"), whose management and development is being implemented by System organizations. of the United Nations, (UNDP, IOM and UNICEF). One of the main objectives of this program is to develop a model of social integration for adolescents in conflict with the law.

This initiative focuses its efforts on cementing a model of social insertion for young people and adolescents who have broken the law, and who particularly have an active affiliation with gang organizations.

The authorities have focused on fighting crime and violence, but it is also necessary to develop programs and actions aimed at improving the model of social insertion of adolescents and young people in conflict with the law of the country, in order to generate a model effective that complies with the constitutional function of rehabilitation and social integration.

This initiative is coordinated with other efforts supported by international cooperation and which have dealt with aspects related to the prevention of violence at the primary and secondary levels, but which need to be complemented with tertiary prevention initiatives and strengthen the institutional capacities of the Juvenile Criminal Justice system. , within the framework, in turn, of the child protection system.

“Tertiary prevention” can be defined as a long-term response to violence, whose approach focuses on the rehabilitation of the person who has committed a criminal act, facilitating their connection with their community and generating opportunities and alternative life plans to the commitment. of crime.

These terms of reference are framed in the aforementioned program, and within which UNICEF, within the framework of its institutional mandate, seeks to support and consolidate the construction of a model for the social integration of adolescents in conflict with the law, in accordance with the Convention on the Rights of the Child, based on empirical data, that allows progress in the realization of the rights of those adolescents involved in the commission of criminal acts.

During the months of January to May 2020, efforts are being focused on the systematization of information resulting from the consultations carried out with the adolescents deprived of liberty of the CIS of Tonacatepeque. Through this consultancy, it is expected to complement this effort, gathering information and generating a proposal following a similar process for the CIS "Rosa Virginia Peletier".

In this sense, this consultancy seeks to consolidate the elements of application of the model in the CIS "Rosa Virginia Peletier", analyzing aspects that need to be complemented, reviewed and updated, especially with regard to its application to adolescents. and young women linked to gangs or gangs.


UNICEF, in accordance with its mandate, has been working in El Salvador, since the Convention on the Rights of the Child (hereinafter CRC), in the definition of protection mechanisms, which also include the guarantee of the rights of adolescents that have broken the law.

UNICEF, following the concluding observations issued by the Committee on the Rights of the Child in recent years, has been supporting the Government of El Salvador in the progressive implementation of the CRC.

In this context, the need to strengthen the development and implementation of the Juvenile Criminal Justice System in the country has been identified in order to effectively promote the social integration of adolescents and young people who have committed criminal acts.

The PIONERO program promotes the implementation of a juvenile justice model with a rights-based approach, and which aims at social integration. Given its eminently pedagogical connotation, it is hoped to create a model that allows generating higher levels of diversified responses to address the problems of adolescents who have committed criminal acts, through the implementation of specialized care programs aimed at them, so that they can redirect their behavior , reinforce their self-control and avoid the recidivism of infringing behaviors.

Within the PIONERO Project, it is expected to develop a comprehensive social integration program at the CIS in Tonacatepeque. However, and in order to include a gender vision and approach, it has also been considered strategic to develop support actions in the CIS "Rosa Virginia Peletier" within which are the adolescents and young women who have committed a violation of the penal system.

How can you make a difference?

Specific objectives

  •  Gather information for the development and application of a proposal for a model for the social integration of adolescents in conflict with the law for the CIS "Rosa Virginia Peletier", taking as reference the compliance with international standards in relation to juvenile criminal justice, and the national legislation of El Salvador.
  •  Identify gaps or areas that require special development at a conceptual, budgetary or programmatic level in order to generate a roadmap that favors their development and effective implementation to develop a comprehensive model based on the existing interventions in the CIS “Rosa Virginia Peletier ”.


Documentary review phase

Within this consultancy, it is necessary to collaborate closely with ISNA and its work team in the area of ​​Juvenile Criminal Justice. Within this context, the PIONEER Program has been working on the design of a conceptually defined model proposal, but that, due to budgetary limitations, its definition and concretion in a documented model and under the principle of individualized case management, has not possible, to date. Therefore, the present consultancy, hopes to be able to support ISNA in the documentation and systematization of information that enables the implementation of this model, based on existing documents or the systematization of work practices and planned plans. institutionally, at the CIS Rosa Virginia Peletier ”

Through this consultancy, it is expected to be able to carry out this information gathering specifically for the CIS Rosa Virginia Peletier, taking into account the information previously managed for the proposed Model for the CIS in Tonacatepeque that has been working within the PIONEER Program in the months precedents.

Field work

In a second moment, the consultant is expected to be able to interview or organize focus groups with people directly related to the implementation of measures aimed at the social integration of adolescents in conflict with the law.

In this area, it is expected that in said process, the consultant will not only cover the institutionality of ISNA but its interrelation with the judicial system, the auxiliary institutions of the administration of justice and other relevant actors, whether or not they are state. In this sense, it is important to complement the model with innovative strategies, and to come into contact with experiences of projects managed in this area in recent years.

Likewise, it would be expected that with the support of the consultant, a training proposal could be generated for the CIS servers "Rosa Virginia Peletier", which would strengthen their skills.

It is expected that the proposed model will contemplate mechanisms, strategies and indicators that facilitate and allow identifying within the model, elements that facilitate the management of individual cases, allowing and making visible that the state response in these cases requires a detailed analysis of the various variables. at stake that can encourage / discourage the social insertion of adolescents and young people who have committed criminal acts.

This model should incorporate a general analysis of the situation of adolescent girls in conflict with the law, in order to be able to contribute to the development and case management of adolescent girls under internment measures and who are complying with measures outside insertion centers.

Likewise, the proposal must be designed to make effective use of adolescent girls' time and incorporate various educational, employability, spiritual activities, etc., that adolescents and young people usually carry out at the CIS "Rosa Virginia Peletier"

Advice on synergies in the CIS programs in Tonacatepeque and Rosa Virginia Peletier
The consultant will analyze the implementation of the model developed for the CIS in Tonacatepeque, in order to identify those lines or axes of programmatic action that, under the principle of economy of scale, could be developed in both CIS, prioritizing those areas that could be considered as strategies and priorities in the case of the CIS "Rosa Virginia Peletier". For example: the training of ISNA public servants or the management and sharing of educational materials, among others

Products to deliver

The consultancy will involve the preparation of cutting products that must be periodically sent to ISNA-UNICEF, namely:

  • The final products will be approved directly by the UNICEF protection specialist El Salvador.
  • Duration of the contract and method of payment
  • This contract will have a duration of six months from the date of signing the contract, the start date of which will be from the signing of the corresponding contract.
  • The total amount of the consultancy will be distributed, according to the previously indicated schedule, in which process, the aforementioned products must be delivered, for the approval of each of the products it must have the approval and approval of the technical team in charge monitoring, which in this case is the UNICEF Protection Specialist.

Working conditions

  • The contract is for service and does not represent a direct or permanent employment relationship, it does not cover life insurance, insurance for medical services or other benefits for which the bidder is responsible.
  • The consultancy does not imply the consideration of spaces in the UNICEF offices, but since it requires a high level of field work by the consultant, it is expected that the activities related to the gathering of information will be addressed.
  • UNICEF reserves the right to withhold all or part of the payment if performance is unsatisfactory, if work / product is incomplete, is not delivered, does not meet UNICEF quality standards, and / or is not met the terms provided in these TORs and in the contract.

The contractor shall:

  •  Directly manage the corresponding information requests with the institutions involved, without the intermediation of UNICEF, except for the exchange of notes that facilitate or identify the consultant or consultants.
  •  Generate and attend the meetings that are called and manage their own work meetings directly

In the case of the need to generate workshops or meetings within the framework of this consultancy, the consultant must communicate it in due time to UNICEF, through the respective Area Specialist, for proper administrative management to carry out the same.


  • The contractor agrees to maintain the privacy of the information, data and / or images that are provided or collected during the process of making the photographs. The contractor also agrees not to make a copy of the data or use the information and images in any way except as required in the UNICEF contract.

To qualify as an advocate for every child you will have…

  •  University degree in legal, social or related sciences.
  •  With at least 10 years of experience in field work or directing, verifiable advice or consultancy on issues related to the protection of boys and girls, specializing in the area of ​​Juvenile Criminal Justice
  •  With at least five years of experience in managing and coordinating projects or programs related to tertiary prevention, preferably or where appropriate, at the primary or secondary level.
  •  Capacity and disposition for teamwork. Excellent interpersonal and leadership relationships. Dynamic, proactive person with a high degree of initiative and responsibility. Communication skills.
  •  Experience in the preparation and writing of reports and handling of basic computer packages and statistical analysis.
  •  With work experience in international organizations, preferably with the United Nations.
