The principle role of the CCM is to oversee a small team to support Oxfam in managing restricted institutional funds effectively and in compliance with funders’ requirements, in the context of an increasingly commercial development and humanitarian funding environment. This entails advising on high value contracts and commercial bids, overseeing and improving internal contract management and compliance systems and supporting training and guidance, and coordinating Oxfam’s analysis of and response to relevant external trends in aid mechanisms, particularly consortium programming, payment by results and commercial tendering.
The CCM will be a member of the Programme Funding Department’s Executive Team and will have a significant responsibility and mandate for improving Oxfam GB’s capacity in managing restricted funds to ensure strong relationships with funders and clients, as well as in advising on the concomitant financial and economic risk which new and increasingly complex funding arrangements expose Oxfam to.
This will be achieved by designing and maintaining tools, procedures and systems for Oxfam’s contract management and funding compliance function, and working with PFD and the wider organisation to develop procedures and guidance to equip staff in reacting to new funding trends. The CCM and their team will work closely with country, regional and headquarters staff, providing guidance and advisory support, but also giving hands on management support to high risk projects, in some cases helping to design bespoke grant or contract management arrangements to ensure good stewardship of funds.
What we're looking for
We are particularly looking for a candidate with a background in law or finance but with an interest and experience in organisational development, training and capacity building, and risk management strategies and systems. The CCM will be a team player and a dynamic people-oriented individual, who can work across different departments and levels within Oxfam, identify and assess funding risk and develop management strategies and contracting models to mitigate this risk in a practical and business sensitive way, sharing this practice with others and capturing and disseminating knowledge on what works well in managing Oxfam donors’ funds.
