Purpose of Activity/Assignment:

UNICEF has been supporting MOHFW in expansion and improvement of cold chain capacity at national and sub-national level. Under Gavi HSS2 support, physical construction of 18 districts had been completed and another 12 districts are in progress. In addition, as per decision of technical committee of MOHFW new 12 district has been included in the last phase of construction, which need to be completed by 2019. Improvement of central cold chain capacity is challenging because of scarcity of land and complex approval process. Considering the future new vaccine introduction plan, EPI proposed to construct new six-storied building in the existing compound after demolishing present two-storied building. MOHFW has approved the proposal and architectural design of new central EPI store. To execute this plan is also challenging because of presence of multiple players and complex work.

To ensure the quality and timely completion of Gavi HSS2 activities, there is need of continuous coordination between national and sub-national level concern personnel as well as monitoring the progress of implementation status, immediate address the critical issue and revised the plan as per need. At national level, the Program Management people are highly involved in planning and management of program, little attention to monitoring in the field. A dedicated person is required to facilitate the Unicef approved Gavi activities in different levels, who will support Line Director MNCAH, linking with Ministry of Health, Civil Surgeon and other concern stakeholders for timely completion and utilization of fund according to plan.

The purpose of the consultancy is to provide technical support to DGHS for health system strengthening to reach the vulnerable children with quality and equity of health services. The focus of technical assistance will be on timely implementation EVM improvement plan, piloting e-trackers and coordinate with Ministry of Health, National EPI Program Manager and District Manager. This consultancy will greatly contribute to leveraging UNICEF’s priority results through DGHS. Gavi acknowledged UNICEF’s contribution in each work stream and agreed to provide TA support in accordance with the approved re-programming budget.

Major Assignment/Tasks

  • Health System Strengthening: Coordinate with Ministry of Health, National EPI Program Manager and District Manager to facilitate implementation of expansion plan of cold storage facilities of Central EPI and new 11 districts at sub-national level
  • TA support to National EPI Program Manager and District Manager to facilitate implementation of Central EPI store and new 11 districts at sub-national level construction
  • Support to rollout individual tracking for children to improve full vaccination coverage and eLMIS for EPI using DHIS2 android based module within the framework of equity and coverage in pilot district
  • Support to rollout individual tracking for children to improve full vaccination coverage and eLMIS for EPI using DHIS2 android based module within the framework of equity and coverage in pilot City Corporation
  • TA support to National EPI Program Manager and District Manager to facilitate implementation of Central EPI store and new 11 districts at sub-national level construction
  • Technical support in planning and implementation of EVM assessment
  • Technical support in conduction of EVM assessment in selected areas
  • Monitoring the implementation of Central EPI store and new 11 districts at sub-national level construction
  • Support in establishment of national training centre for Cold Chain & SCANU equipment’s
  • Support in establishment of national training centre for Cold Chain & SCANU equipment’s

To qualify as an advocate for every child you will have:

  • An advanced university degree (Master’s or higher) in medicine, public health, health research, health policy and/or management, health education, epidemiology or other health related sciences.
  • A first University Degree in a relevant field combined with 2 additional years of professional experience may be accepted in lieu of an Advanced University Degree.
  • A minimum of 8 years of relevant professional experience inpublic health planning and management and/or in relevant areas particularly work experience immunization programme and EPI supply & cold chain management. Working experience and familiarity with the health programme of Ministry of Health and Family Welfare, or any other agencies will be an asset.
  • Developing country work experience and/or familiarity with emergency is considered an asset.
  • Fluency in English and Bengali is required.
