OBJECTIVES OF THE PROGRAMME

A key purpose of the WHO Health SystemStrengthening Framework for Action is to promote a common understanding of whata health system is and what constitutes health systems strengthening. It alsoprovides a basis to support countries in scaling up health systems andservices: addressing bottlenecks in a collaborative, coordinated way, driven bydesired health outcomes, to achieve sustainable system-wide effects. To be mosteffective, this process must be country-led, based on priorities set out incomprehensive national health plans

DESCRIPTION OF DUTIES

  • Provide technical guidanceand support in the development and implementation of robust national healthpolicies, programmes and plans.
  • Advise and collaborate onthe development, implementation, and evaluation of technical cooperationprogrammes in the areas of health governance, health policy and systemsdevelopment, health services organization and management supporting universalhealth coverage.
  • Support high level advocacyfor increased investment and multi-sectoral action for health
  • Support the establishmentof standards for the design, organization and functional health programming andoperation of health systems based on primary health care, supporting universalhealth coverage, integrated health and pharmaceutical services networksincluding hospitals, integrated reproductive maternal, newborn and childhealth, public health infrastructure andservices.
  • Provide technicalassistance to Member States to design an essential health service package,taking into consideration the social and cultural aspects for theeffectiveuse and access to services.6) Ensure continuity of careat emergencies particularly for people with chronic disorders, pregnantmothers,children under five years' morbidities and disabilities, etc. and providemeasures to strengthen referral channels.
  • Contribute to theidentification and targeting of health inequities and the inclusion of vulnerablegroups to ensure equitable access to quality health services.
  • Contribute to thedevelopment, planning, and training of human resources in health aimed atincreasingthe efficiency, effectiveness and quality of the workforce; organize, conduct,orfacilitate capacity-building activities.
  • Coordinate the planning andimplementation of the technical activities pertaining to quality of care andthe health services infrastructure (nursing, pharmacy, laboratory, medicines,vaccines, and medical diagnostic and therapeutic devices, health informationsystem including vital statistics and medical record keeping) and priorityprogrammes based on the needs of affected populations.
  • Disseminate up-to-dateknowledge and findings in the various areas of specialization; advise on theintroduction and transfer of experiences and technologies throughcapacity-building processes.
  • Support the development andconsolidation of the health information system to assist in the decision-makingprocesses; provide information on the health situation, status and trendspertaining to the effective and efficient management of health services.
  • Cooperate with internalteam members, national authorities, international cooperation agencies,inter-governmental and non-governmental organizations, and other relevantstakeholders, in order to develop alliances and networks that promote access toquality primary care services for the affected population.
  • Provides leadership andguidance to the Health Systems team, ensuring that activities are carried outin a highly professional and timely manner, where needed.
  • Perform any otherincident-specific related duties, as required by the functional supervisor.

REQUIRED QUALIFICATIONS

Education

  • Essential: An advanced university degree (Master's level or above)in public health, health systems/services administration, health management orhealth related field from an accredited/recognized institute.
  • Desirable: Post-graduatequalification in policy analysis

Experience

  • Essential: At least seven years of progressive and relatedexperience, at the national and international levels, inareas related to healthpolicy, planning and management, health systems recovery and development,health services delivery in emergencies, extension of health care services tounderserved populations/areas, and developing strategies to overcome barriersto accessing health care services, including essential medicines.
  • Desirable: Priorhumanitarian working experience at field level with WHO, other UN agency,health cluster partners; recognized humanitarian organizations or with aninternational nongovernmental organization with expertise in disaster andhealth emergencies response.

Skills

  • Sound knowledge in public administration reform.
  • Proven skills in policy development, planning,monitoring and evaluating health systems.
  • Demonstrated ability to provide sound methodological,technical advice and guidance to multiple stakeholders and partners in healthsector reform and public administration reform.
  • Demonstrated ability to innovate, integrate,synthesize and communicate complex concepts and ideas verbally and in writing.
  • Ability to monitor and communicate progress in termsof process and results.

Use of Language Skills

  • Essential: Expert knowledge of English.
  • Desirable: Intermediate knowledge of French.
  • The above language requirements are interchangeable.
