Background of the project  

UN Women, based on the vision of equality enshrined in the Charter of the United Nations, works for the elimination of discrimination against women and girls; the empowerment of women; and the achievement of equality between women and men as beneficiaries of development, human rights, humanitarian action, peace and security.

The Spotlight Initiative is a joint program of the European Union and the United Nations aimed at eliminating all forms of violence against women and girls (VAWG) and harmful practices (HP). The initiative also highlights the importance of investing specifically in women and girls, a prerequisite for achieving sustainable development in accordance with the 2030 Agenda.

The Spotlight Initiative in the Latin America and Caribbean region focuses on eliminating femicide. According to what has been stated by the United Nations Economic Commission for Latin America and the Caribbean (ECLAC), on average, at least 12 women are murdered daily in the region for being women. Through a comprehensive approach, the Spotlight Initiative in Ecuador will focus its work on eliminating femicide through six key pillars: I) developing and implementing relevant legislation and policies, II) strengthening national and subnational institutions, III) preventing the violence through evidence-based programs and campaigns, IV) establish essential services for victims and survivors; V) ensure the collection and use of prevalence and incidence data,

The Spotlight Initiative in Ecuador is based on the implementation of the Comprehensive Organic Law for the Prevention and Eradication of Violence against Women (LOIPEVCM), the legal framework on femicide, and the actions established as priorities by civil society. Its construction has counted with the permanent participation of the European Union, the Ecuadorian State and civil society through several consultation sessions.

In the case of Ecuador, the United Nations agencies that participate in this joint program are UN Women, the United Nations Population Fund (UNFPA) and the United Nations Development Program (UNDP). UN Women is the Lead Agency to coordinate the implementation of the Program and the aforementioned agencies will jointly implement resources and provide technical assistance for its implementation. The initiative will start its actions in the last quarter of 2020 and runs until the end of 2021.

The hiring of a Program Coordinator is required who will be responsible for coordinating the effective implementation of the Spotlight program activities in Ecuador. The coordinator shall manage the program in accordance with the rules and regulations of UN Women due to its quality of lead agency. 

He is also in charge of coordinating the design and implementation of the program's knowledge management strategy, as well as the Monitoring and Follow-up Plan. Finally, in coordination with the Communication Specialist, they will monitor the implementation of the program's communication strategy.

It will use results-based management tools to contribute to program management, coordinate relationships with key program stakeholders, as well as contribute to program monitoring, reporting and financial management. Under the leadership of UN Women, it will work closely with the technical and operational staff of the three UN organizations implementing the program (UN Women, UNFPA and UNDP), the European Union, the Steering Committee and the Civil Society Reference Group. , and partners, as necessary, to implement program activities and achieve expected results.

Objective / s of the contract

Have a program coordinator in charge of carrying out the implementation of the Spotlight Initiative in Ecuador within UN Women and maintaining a close relationship with the coordinating team of the same.


Roles and responsibilities

  • It will coordinate the programmatic and operational activities of the program.
  • It will coordinate and supervise the progress of the United Nations Agencies involved for the achievement of the different products established in the six pillars of the Spotlight for Ecuador (UN Women, UNFPA, UNDP).
  • It will maintain coordination relationships, at a technical level, with counterparts and with partners directly involved in the initiative.
  • It will identify spaces for collaboration, complementarity and synergy between the actions implemented by the agencies.
  • In coordination with ONUMUJERES, it will ensure communication with the European Union on the programmatic aspects of the Initiative.
  • In coordination with ONUMUJERES, it will keep the CR informed about the management of the Program.
  • It will guarantee coherence in the implementation mechanisms and facilitate communication between the parties.
  • It will provide substantive elements for the speeches and positioning of the program in coordination with the implementing agencies.
  • It will guarantee the preparation of narrative and financial reports in coordination with the program's techniques and those responsible for finances.
  • It will identify spaces for collaboration, complementarity and synergy between the actions implemented by the agencies.
  • It will facilitate the technical and operational management of the project in coordination with the agencies involved (UN Women, UNFPA, UNDP).

Coordinate the implementation and management of the Spotlight Initiative program

  • The Coordinator is responsible for the implementation of the program, as well as its follow-up and monitoring
  • It will manage the resources under the guidelines and priorities of the political and technical levels, and in compliance with the institutional procedures.
  • In consultation with the implementing agencies, it will analyze possible obstacles and bottlenecks in the technical and financial execution of the program, and will suggest options to solve them.
  • Coordinate the call / request for proposals, including the organization of technical review committees and the assessment of partner capacity;
  • He will coordinate the design and implementation of the program's knowledge management strategy, as well as the Monitoring and Follow-up Plan.
  • Participate on the part of the program in the technical and operational meetings necessary for the implementation of the project
  • Finally, in coordination with the Communication Specialist, they will monitor the implementation of the program's communication strategy.

Provide technical assistance and capacity building support to project / program partners.

  • It will provide technical assistance and technically supervise the implementation of program activities with partners;
  • Identify partner capacity building opportunities and coordinate and facilitate technical / programming support and training to partners as needed.
  • Train partners in results-based management.
  • Develop at least one forum for the exchange of experiences.
  • Consolidate lessons learned and key results from workshops and webinars.

Provide technical inputs for personnel management and program finances.

  • Monitor budget implementation and program activity expenditures and conduct budget reviews as necessary;
  • Provide input to financial reports;
  • Oversee the work of program partners and attendees as needed.

Contribute to the creation of associations and resource mobilization strategies .

  • It will provide input to resource mobilization strategies; will analyze and update the information and databases;
  • You will provide input to relevant documentation such as project summaries, conference papers, briefing notes, speeches, and donor profiles.


  • Oversight will be carried out by the UN Women Program Specialist.
  • The official will also work in coordination with the coordinating team of the Spothlight program, the agencies also involved in the implementation (UNDP and UNFPA) and the European Union. Additionally, it will coordinate closely with the corresponding State authorities.


Professional profile

Technical skills - knowledge:


  • University degree in social sciences, economics, or related.
  • A master's degree or equivalent is required in social sciences, human rights, gender studies, international development, or related areas;


  • At least 5 years of relevant work experience in the implementation of development programs / projects, coordination, monitoring and evaluation, donor reporting and capacity building;
  • at least 3 years in the area of ​​gender equality and social development is an advantage;
  • 2 years in eliminating violence against women is an advantage;
  • 1 year in coordination and liaison with government agencies and / or donors is an advantage.

Technical knowledge:

  • Excellent oral and written skills; excellent skills in formulating proposals, projects, reports;
  • Accuracy and professionalism in the production and editing of documents;
  • Solid computer skills, including advanced management of various Microsoft Office applications (Excel, Word, etc.) as well as email / internet; familiarity with database management and office technology equipment;

Language: Fluency in Spanish and English
