BACKGROUND AND PURPOSE OF THE ASSIGNMENT:

The World Food Programme has developed and is continuing to enhance and maintain a set of digital solutions to manage:

  • the identities and entitlements of its beneficiaries,
  • the operational parameters of the programmes that transfer benefits to them, and
  • the interfaces with financial service providers and other delivery mechanisms that process actual last mile transfers to beneficiaries.

This includes SCOPE, WFP’s beneficiary and transfer management platform that supports the WFP programme intervention cycle. The SCOPE platform is a web-based application used for beneficiary registration, intervention setup, distribution planning, transfer and distribution reporting. While there is a current focus and scale-up/enhancement related to cash-based transfers, SCOPE currently supports all WFP transfer modalities: in-kind, voucher and cash for a variety of project activities.

Under the direct supervision of the lead Regional Digital Assistance Services Officer (DASO), the incumbent will be responsible for working with key stakeholders to gather data analysis and reporting requirements, and translating complex data sets into meaningful insights to support operational and management decision making. A key success factor is the provision of efficient business operations reports for Regional, Country and Sub-offices and maintenance of an effective SCOPE Business Intelligence and Analytics environment.

ACCOUNTABILITIES / RESPONSIBILITIES:

  • For the beneficiary and transfer management domains, determine Country Office information needs and Business Intelligence requirements (BI), provide input and manage the evolution and customization of the current set of standard SCOPE BI dashboards for the region;
  • Design, develop and manage the evolution of the standard registration, distribution and reconciliation reports as part of SCOPE BI;
  • For SCOPE implementations in the region, serve as the focal point for system “master data”, such as geographic data, in collaboration with the corporate geo-data “master data” owner;
  • Document Regional SCOPE BI user manuals and standard operating procedures as required;
  • Through the analytics team in HQ, provide input to Service Management branch (TECM) to improve data warehouse capacity, configuration, security and capability;
  • Assess, verify and monitor the structure, accuracy and quality of SCOPE BI data;
  • Work with SCOPE Product Development team to ensure data integrity of the SCOPE computing environment;
  • Engage and support corporate data initiatives within the Business Engagement branch (TECE) such as Reporting and data visualization Tools (e.g. Tableau), MDCA (Mobile Data Collection and Analysis), Data Lake etc;
  • In alignment with TECE and data focal points in the Regional Bureau and Country Office, support Country Offices in actioning data roadmaps for the elements that include analysis and reporting on SCOPE, beneficiary, and operational data sets;
  • Conduct on-site missions, where required, to build Country Office capacity on SCOPE BI and related analytical tools; and
  • Perform other related duties as required.

DELIVERABLES AT THE END OF THE CONTRACT:

  • New visualization dashboards to meet Regional and Country-specific needs and user manuals;
  • Maintain evolution of existing Country Office dashboards;
  • Maintain the SCOPE BI reporting structure in Tableau Server;
  • Train and support RB and Country Office staff on SCOPE BI and Analytics using Tableau software.

EDUCATION & EXPERIENCE REQUIRED:

Education: Bachelor’s degree in Computer Science, Data Management, Statistics, Information Management or another relevant field.

Experience:

  • At least 5 years’ experience in the design and development of information management and database solutions.
  • At least 3 years’ experience in data analysis, data product/solution development, technology-focused teams.
  • Experience with data visualization tools such as Tableau, PowerBI, or HTML5.
  • Experience working with teams and team processes.

KNOWLEDGE & SKILLS REQUIRED:

  • Advanced data manipulation skills using MS Excel (Pivot Tables, Conditional Formulas and Look-Ups)
  • Basic understanding of database design (schema, tables, relationships, joins) and management using leading DB tools (Oracle, MS SQL Server, PostgreSQL, etc.).
  • Experience in data wrangling and preparation using tools such as Tableau Prep, Lavastorm, Alteryx etc.
  • You must demonstrate strong data analysis skills, and experience with visualization tools such as Tableau and SAP BI etc.
  • Strong writing skills and ability to deliver presentations to multiple stakeholder groups in clear and concise business language.
  • Showcase strong problem solving, analytical, and client-facing skills.
  • Ability to work in multi-cultural and multi-ethic environments.
  • Expertise in implementation Cash Based Transfers (CBT) and Monitoring and Evaluation (M&E) activities would be desirable.
  • Proficiency in English
