Currently, GGGI supports the Government of Indonesia (GoI) under the joint GoI-GGGI Green Growth Program (GGP, “the Program”). The Program aims to demonstrate that green investments can become the norm both for investors and planners, ultimately improving the quality of economic development for more environmental sustainability and social inclusion. Through the Program, GGGI collaborates with the Ministry of Development Planning (BAPPENAS), the Coordinating Ministry of Economic Affairs, Ministry of Finance, Ministry of Energy and Mineral Resources, Ministry of Environment and Forestry, PT Sarana Multi Infrastruktur (“PT SMI”) and others.

GGGI and the Fiscal Policy Agency (FPA) implement the Green Climate Fund (GCF) readiness and preparatory support project (“the Readiness Project”) in Indonesia. The FPA is the National Designated Authority (NDA) of the GCF in Indonesia, i.e., the agency through which Indonesia and the GCF interact and communicate. In September 2022, the FPA started the 3-year Readiness Project “Enhancing Indonesia's Access to International Climate Finance and Private Sector Investments for Climate Actions” (“Readiness III”) to support the NDA in enhancing national actors’ institutional capacities to build a pipeline of climate change projects and to increase country ownership. The NDA has selected GGGI as the Delivery Partner to implement this project. Overall, the Readiness Project aims to mobilize international climate finance and private sector investment to close the financing gap across the priority sectors identified by the Government of Indonesia. It consists of a range of activities with the objective of achieving readiness outcomes, one of which is to effectively implement GCF-funded activities.

One of the ways to establish systems and networks to support the implementation of GCF-funded activities is having a strong coordination mechanism with other climate funds. Aside from the FPA acting as NDA for GCF, the Government of Indonesia has appointed the Ministry of Environment and Forestry as the focal point of Global Environment Facility and Adaptation Fund. Indonesia has also formed national climate financing windows and entities. The Ministry of National Development Planning (PPN/Bappenas) has set up the Indonesia Climate Change Trust Fund (ICCTF), PT Sarana Multi Infrastruktur (PT SMI) has established the Sustainable Development Goal (SDG) Indonesia One, and the recent establishment of Indonesia Environment Fund which operates under the Directorate General of Treasury, Ministry of Finance. The FPA as Indonesia NDA Secretariat to the GCF has initiated a formal coordination mechanism between these entities, called Climate Finance Focal Points (CFFP) coordination. The development of an online platform for this coordination is crucial to help align the information provided to the public, such as the ongoing projects and overall funding available for Indonesia.

Objectives Of The Assignment:

GGGI seeks to contract an individual consultant to conduct data gathering and analysis of Climate Finance Focal Point (CFFP) member’s financing tracking history and pipeline related to climate projects, to support the initial development of CFFP online platform which will be a basis for climate finance information system framework. The assignment will contribute to achieving the long-term objectives of Government of Indonesia’s plan on building national climate finance dashboard.

The expected outcomes of the assignment are:

  • Data on CFFP member’s climate financing and project pipeline are collected, cleaned, analyzed, and presented in an easy-to-understand manner, e.g., utilizing graph and charts with short narratives.
  • Guidelines on data management to ensure the platform’s continuity are developed and provided to the NDA.
  • GGGI requires the services of a qualified expert to be a “Data Analyst for the Development of Climate Finance Focal Point (CFFP) Online Dashboard” (hereafter referred to as “the Consultant”) for the National Designated Authority (NDA) of the Green Climate Fund (GCF) in Indonesia. A website development consulting firm has been procured by GGGI to develop the CFFP website. The Consultant will be expected to collaborate with the consulting firm to populate the website with the CFFP dataset.

The consultant will be responsible for the following tasks and duties:

  • Develop methodology for the completion of this assignment, including methods to gather and analyze data.
  • Prepare and facilitate discussions with CFFP members, as required.
  • Conduct initial analysis on CFFP member’s climate financing data that are available in NDA’s database.
  • Gather primary data on CFFP member’s latest climate-related financing history and project pipeline.
  • Conduct data cleaning and analysis to ensure robustness of conclusions derived from the gathered data.
  • Utilize proper graphs and charts to present the gathered data to help the visitors of the website to easily understand them.
  • Develop a step-by-step guideline on CFFP data management for the NDA. The guideline should provide steps on how to update the dataset, contact person(s) of each CFFP member, and other specificities that the NDA should take note of. This would help them, as the website’s administrator, to properly maintain and expand the database, ensuring its continuous utility.

Expertise Information:

He or she must have the following qualifications:

  • At least bachelor’s degree (Master’s is an advantage) in business, economy, finance, statistics, mathematics, or other relevant subjects.
  • A minimum of 5 years of experience in conducting data gathering and data analysis, especially related to economy, funding/financial flow, and/or trade.
  • Demonstrated previous experience in assignments related to data management for government institution and/or state-owned enterprises, existing network with relevant stakeholders particularly with the Ministry of Finance, Ministry of Environment and Forestry, Bappenas, and/or PT SMI is highly desirable.
  • Strong understanding of required skills and knowledge for analyzing finance/trade/economy related data sets.
  • A good understanding of the national context for climate change is a must.
  • Ability to communicate clearly and effectively in a multi-stakeholder consultations and written reports in English and Bahasa Indonesia, previous examples might be requested.
  • Demonstrated strong interpersonal and motivational skills and sensitivity to the local environment as well as the ability to work with minimal supervision.
