About the Position

The Data Management Specialist (DMS) will advise the Chief of Party (CoP) and the program team in the collection, analysis, and reporting of robust data for Fish for Livelihoods (F4L) in Myanmar. The DMS will develop a rigorous data management system to generate sufficient evidence backed by verified data and best practices.

The DMS will lead the Fish for Livelihoods (F4L) Activity database management component. Primarily, the database has a range of data sets relating to small-scale aquaculture (SSA) farmers, fish value chain market actors, and partners’ staff contributing to the F4L Activity. The position will help establish a strong data and Monitoring & Evaluation (M&E) system that feeds errorless data from the field to the Myanmar country office and the WorldFish headquarters. The M&E and data system should be of high quality and follow a high standard for data cleaning, verification, and validation. The position ensures a consistent supply of accurate data to the system with the help of WorldFish and partner field teams. The system can be integrated with other organizational databases and data systems when required.

Key Responsibilities

  • This job might be for you if you have the below skills and qualifications:
  • Design, develop, and lead research studies and surveys at the national, regional, and township levels with scientific rigor.
  • Lead and assist senior team members and academic partners in baseline, midline, and end-line surveys for F4L Activity.
  • Establish and ensure a judicious monitoring system including desk and field monitoring of F4L interventions in the target areas.
  • Develop a data management system that captures and reports key F4L Activity data and is consistent and adheres to the USAID data quality assessment.
  • Build capacity of partners and WorldFish F4L team in data collection, analysis, reporting, and Monitoring & Evaluation (M&E) of field interventions.
  • Lead and design an organizational framework for improved collection, assessment, and analysis of data.
  • Ensure modern software programs (Kobo toolbox, Power BI, R, SPSS, among others) are in use for data management and staff capacity is built to operate them at the field level for data collection.
  • Design and develop the scope of work for externally hired staff (consultants and consulting firms) to ensure innovative data management practices and analysis are in place when require from external sources.
  • Design and develop M&E data collection templates for necessary data collection to be fed into F4L Activity and WorldFish indicators.
  • Design and contribute to the Activity Monitoring Evaluation and Learning (MEL) plan to ensure all key aspects of data are captured and reported to USAID.

Requirements

  • At least 8 to 10 years of experience working within the field of M&E, data management, and research.
  • Knowledge and skills in the social sciences research approaches and data management.
  • Knowledge of aquaculture and agriculture databases will be an added advantage.
  • A track record of data analytics, evidence-based reports, and publications based on scientific data.
  • Advanced level expertise in data planning, field and desk monitoring, data reporting, and report writing.
  • Expertise to manage large sets of data with the help of modern software programs (SPSS, R, ANOVA, Kobo toolbox, among others) used for quantitative and qualitative research.
  • Previous experience of working in a USAID or major donor project.
  • Proficient in capacity building of field staff in data management and reporting.
  • Strong team building and excellent interpersonal communication skills especially writing in English.
  • Willingness to live in and travel extensively throughout the target areas in Myanmar.
  • Masters or Bachelor’s degree in business, public policy, data sciences, economics, social sciences, agriculture, or other related fields.
  • Certification in data management, Monitoring & Evaluation (M&E), or knowledge management is preferred.
