Project Overview and Role

  • About the Education Pathways to Peace in Mindanao (Pathways) Program
  • The Pathways program is a six-year education program that is supported by the Australian Government in partnership with the Government of the Philippines and implemented through the Ministry of Basic, Higher and Technical Education (MBHTE) of the newly installed Bangsamoro Autonomous Region in Muslim Mindanao (BARMM). The program's key outcomes are to reduce disparity and improve participation and education performance of boys and girls, particularly those experiencing disadvantage within the BARMM, and to support sustainable positive engagement and collaboration of key actors and stakeholders in providing and supporting conflict sensitive quality basic education services.
  • Pathways' core program relates largely to K to 3 education and the key challenges that are associated with its delivery. Recently, however, Pathways supported broader transition issues that are crucial to the life and political survival of K to 3 programs.
  • The program's base of operations is in Cotabato City and covers five provinces of BARMM.

About the position: The Data Management Specialist will support and deliver activities targeted towards enhancing the quality of education data in the BARMM, developing and implementing best practice and strengthening organisational capacity of MBHTE-BARMM and other key stakeholders in the areas of monitoring and evaluation and data management.


The responsibilities of the project employees may involve contact and working with children or young people.

The key responsibilities of the position include, but are not limited to:

  • Provides data management support to the Pathways program and technical assistance to MBHTE in the analysis, processing and visualization of quantitative and qualitative education data.
  • Provide technical support and serve as mentor and coach on data management to MBHTE- Regional Office and Divisions';
  • Establish and strengthen MBHTE-BARMM's connection and mutual support system with DepEd-Central in relation to Enhanced Basic Education Information System (EBEIS), Learner Information System (LIS), and other data management systems that may be established;
  • Develop and strengthen the Geographic Information System (GIS) capability of MBHTE-BARMM: design and conduct training activities, develop tools and design databases that could be attached to the GIS system to support MBHTE-BARMM's data needs;
  • Provide guidance, mentoring and support to institutional partners and identified leaders and change agents in the identified key stakeholder groups;
  • Assist the technical advisers in providing leadership and technical direction to the Pathways team and to counterparts in MBHTE-BARMM to strengthen the institutional capability of the nominated institutions and key stakeholder groups in a sustainable way, enhancing their capacity to address key systemic and organizational factors which will support effective education planning, policy and data management;
  • Provide information requirements of Consortium partners and short-term advisers, consistent with the approved Annual Work Plan and the commitment to institutional strengthening and sustainability;
  • Other duties as may be reasonably required by the Deputy Team Leader - Programs.


Qualifications and Experience

The Data Management Specialist should possess the following qualifications, experience, skills and competencies:

  • Qualifications in relevant discipline, including study in policy/planning or research and data is desirable;
  • Extensive experience working in relevant aspects of organisational and capacity development, policy and planning and use of data in decision-making;
  • Demonstrated excellence in analytical and data visualization skills;
  • Demonstrated high-level skills in data management including data cleaning, data security, analysis, policy research and presentation of reports to inform policy-making;
  • Expertise in identifying and maintaining appropriate hardware, software and system requirements and training personnel in managing large data sets;
  • High-level experience in Geographic Information System (GIS)
  • Has a good understanding of the challenges that Bangsamorro Autonomous Region in Muslim Mindanao (BARMM) is facing in expanding and improving the quality of education in the Philippines or a similar development context;
  • Ability to work collaboratively with counterparts to achieve outstanding results;
  • Excellent written and verbal communication, liaison and interpersonal skills;
  • Fluent in English (written and oral).
