The main aim of the FAO PNG country office, is to assist governments to develop policies, programmes and projects to achieve food security and to reduce hunger and malnutrition, to help develop the agricultural, fisheries and forestry sectors, and to use their environmental and natural resources in a sustainable manner.

The National Data Management Specialist will work in the Programme “Support to Rural Entrepreneurship, Investment and Trade in Papua New Guinea (STREIT PNG)”, which is a Government of Papua New Guinea (GoPNG)/United Nations Joint Programme (UNJP) Partnership funded by the European Union (EU). Implementation is led by FAO in cooperation with UNDP, UNCDF, ILO and ITU. The five-year Programme (2020-2025) will be implemented in the Provinces of East and West Sepik with the overall objective to increase sustainable and inclusive economic development of rural areas. The Programme will focus on the cocoa, vanilla and fishery (coastal, riverine and aquaculture) value chains with the specific objectives to: (i) increase economic returns from these value chains; and (ii) strengthen climate resilient and more efficient value chain enablers.

Reporting Lines:

The National Data Management Specialist will work under the overall supervision of STREIT Programme Coordinator and under the direct supervision of the International Monitoring and Evaluation Officer and in close collaboration with the Project Implementation Management Unit (PIMU). The National Data Management Specialist may also work in close collaboration with Government counterparts, partners and relevant stakeholders as recommended by the PIMU.

Specific Functions: 

  • Support M&E Officer in the data collection using online M&E System (www.streitmis.com)
  • Update and clean the data in Programme Management Information System (STREITMIS);
  • Support M&E Officer in the designing, development, implementation, and maintaining of the data management systems of National Partners; 
  • Work with National Partners to ensure that data is used effectively to support decision-making;
  • Compile data and information for writing up regular technical status reports on EU STREIT activities using M&E System;
  • Contribute to periodic results reports on the progress of the Programme and ensure timely analysis and dissemination of Programme M&E findings;
  • Assist in disseminating M&E findings to all staff and relevant stakeholders;
  • Support the data collection of impact assessment surveys of the programme value chains including cross-cutting themes such as gender, MSME and Nutrition;
  • Ensure working relationships with internal and external counterparts are maintained for advocacy, technical coordination, information sharing and knowledge including the nutrition working groups, country operational roadmap and strategies;
  • Provision of all required support to programme teams including enterprise development, M&E, communication and partner organizations representatives in Wewak;
  • Stay up-to-date on the latest data management technologies;
  • Provide technical support to government and local communities at various stages of nutrition promotion and intervention, namely design, implementation, monitoring and evaluation, including capacity building of government personnel and beneficiaries.

Minimum Requirements:

  • Bachelor's Degree in Computer Science, information technology, or a related field
  • At Least 3 years of experience in data management
  • Working knowledge of English and working knowledge of the local language(s) is required; 
  • National of Papua New Guinea.

Technical/Functional Skills:

  • Familiarity with UN procedures, rules and regulations is an advantage
  • Ability to work effectively as part of a multidisciplinary team; 
  • Excellent communication and interpersonal skills
  • Have intermediate to advance computer skills in the use of standard office software, such as MS Office (Word, Excel, and Power Point).
