Job Description

Background

The United Nations Country Team (UNCT) in Yemen has developed the Bridging Framework which seeks to respond to the HRP+ priorities in a strategic and coordinated manner. The Bridging Framework purpose is to have a coordinated and coherent planning framework for United Nations assistance to Yemen that facilitates the strategic planning and operational coordination of actions that build on ongoing humanitarian response and peacebuilding activities ensuring that the additional resources, capacities and institutional arrangements required for such an approach are realized. It aims at strengthening institutional and community resilience with the focus of enhancing the impact of humanitarian response and building a stronger foundation for sustainable solutions to the crisis when the situation allows. As its title suggests, it will serve as a programmatic bridge between the current humanitarian assistance (HRP) and future recovery and post crisis programming.
The Resident Coordinator's Office (RCO) is responsible for the management, the operationalization, monitoring and reporting of the Bridging Framework, and for the support to UNCT. The RCO – Database Administrator provides support and assistance for the monitoring, Evaluation and reporting for the UNCT work in Yemen.

Duties and Responsibilities

  • The position is located in RCO in Yemen and reports to the Senior Compliance Officer.

Summary of key functions:

  • To develop and maintain an information sharing platform (Contractor Information Management System) that supports the Operations and Compliance Unit and key stakeholders.
  • To identify, recommend and introduce applicable IT and software applications to ensure continued system effectiveness and relevance.
  • To undertake supervisory responsibilities as necessary.
  • To monitor and evaluate existing knowledge systems to help improve processes and desired outcomes.

Description of Functions:

Within delegated authority, the Database Administrator will be responsible for the following:

To develop and maintain an information sharing platform (Contractor Information Management System) that supports the Operations and Compliance Unit and key stakeholders.

  • Support the Senior Compliance Officer Unit, Senior Development Coordination Officer, RCO Team Leader, RC/HC UNCT Yemen, UN Risk Management Units and partners and donors through the development and maintenance of the Contractor Information Management System (CIMS).
  • Management of UNCT Yemen CIMS content, users, taxonomies and all localized needs.
  • Ongoing proactive evaluation of system performance, identifying areas of inefficiencies and potential problems as well as identification and subsequent implementation of technical solutions to enhance the CIMS. This will also involve supporting and development of common tools and functionalities.
  • Quality Relationship Management with key internal and external stakeholders. This includes working with Risk Focal Points, UNCT Afghanistan, partners and donors to ensure the population of the CIMS, and the integrity of the data within CIMS.

To identify, recommend and introduce applicable IT and software applications to ensure continued system effectiveness and relevance

  • Identification of new areas where computerization is advantageous and applicable to the operation of the OCU. This includes understanding user/client’s specification, needs and requirements and recommending applicable software-packages to achieve client satisfaction.
  • Maintenance of application systems. In collaboration with clients/users provide reporting as well as changes/modifications to existing programs, to ensure continued system effectiveness and relevance.
  • Provision of recommendations and reports, ad-hoc or otherwise, required for the Senior Compliance Officer Unit and RCO Team Leader.

Undertakes Supervisory Responsibilities as Necessary

  • In agreement with Senior Compliance Officer, and if required, establish work plans, standards for performance evaluation and indicators for work progress and achievements. Timely corrective actions are also implemented to ensure achievement of objectives and deadlines.
  • Technical guidance and on-the-job training to ensure work standards are achieved in line with work objectives

Knowledge Management

  • Monitor and evaluate existing knowledge systems to help improve processes and desired outcomes, as well as review and recommend new 'best practice' technologies that enhance the work of the OCU
  • Interact and support CIMS database focal points in peer discussions and supporting the existing network of CIMS database professionals, in information exchange meetings for systems co-ordination, consistency, policy and standards; as well as knowledge sharing.
  • Increase visibility of the OCU to stakeholder's including through supporting the RCO/UNIC public communications work and online presence.

Required Skills and Experience

Education:Secondary Education.  University Degree in Computer Science desirable, but it is not a requirement.

Experience:

Seven years of experience in information systems analysis and programming, systems, administration and maintenance, software development , technical writing or related area with high school or, four years of relevant experience with bachelor’s degree.

Language Requirements: Fluency in both English and Arabic languages is required.
