This is a local recruitment. Only Vietnamese nationals, individuals with residence status or the appropriate employment visa for Viet Nam are eligible to apply. The remuneration and benefits package for this position is established with reference to the local labour market and in line with the IUCN conditions of service for Viet Nam. This position will be based in Ho Chi Minh City with frequent travel to project field sites.
Major Responsibilities:

  • The position is responsible for developing and maintaining a project Monitoring and Evaluation (M&E) system for the Mekong Delta Programme, and to produce communications outputs of the Programme.

Specific Duties:

The position is responsible for:

  • designing, maintaining and updating M&E systems for all projects being managed out of the HCMC office. This currently includes the Coke, PAN CPV, Hatfield, UBS and MDC projects. A VN ADAPT project will be included in 2024;
  • managing project M&E budget lines to conduct M&E field activities;
  • communications and negotiations with provincial officials and managers to obtain authorization to collect monitoring data and communicating analysis with same officials;
  • collection and checking of field information for M&E and communications purposes. This may require the hiring and supervision of temporary staff or volunteers to assist with data collection;
  • producing timely high-quality M&E analytical reports on a regular basis for project managers. Timely submission of reports are critical in order to meet donor reporting deadlines;
  • leading or assisting programme staff with the collection of field data or field research for use with project proposals on tight timelines;
  • assisting the Agriculture and Nature-based Solutions Coordinator, project officers, and the Vietnam Communications and Outreach Officer with the production and publication of project related communications output;
  • acting as backup for project officers (logistic supports) as needed or in an overload situation.

Other:

  • Any other duties that may be assigned from time to time by the Agriculture and Nature-based Solutions Coordinator.

Requirements:

  • Academic studies of three to five years, ending in a University degree or equivalent qualification in science or other recognized discipline;
  • Requires qualification in a technical skill with at least 5 years of relevant work experience;
  • Post requires fluency in English and Vietnamese languages;
  • At least six months' experience in a foreign country and/or pertinent experience within a truly multinational environment;
  • Excellent communications skills to communicate with middle management, and external contacts or partners including government departments on complex M&E information needs;
  • Experience with supervising small field survey teams;
  • Ability to work independently;
  • Ability to respond flexibly and exercise judgment involving analysis and interpretation of facts and circumstances in order to identify the correct solution or course of action;
  • Ability to work under pressure with tight deadlines to meet donor reporting or proposal deadlines.
