Job Description

Tetra Tech International Development Services, headquartered in Arlington, VA is currently accepting expressions of interest from qualified candidates for a Deputy Chief of Party Technical (DCOP-Tech) position on an anticipated USAID funded ($30-$39 million) program in Indonesia.

The goal of the Local Governance Enabling Environment activity (L-GEE) is for the citizens of Indonesia to benefit from effective local government by increasing the quality of policy implementation and service delivery at the subnational level.

The activity will achieve this goal through three interrelated intermediate results (IR):

  • Coherence between national and subnational policies strengthened
  • Performance of local service delivery enhanced
  • Local budget allocation and execution improved

Responsibilities:

Working under the overall direction of the Chief of Party (COP), the DCOP-Tech will lead a multidisciplinary team that ensures successful activity implementation by providing technical guidance at the component level. S/he will ensure cohesiveness across the technical team and the necessary operational efficiencies required to implement sound technical strategies that achieve project goals. S/he will also supervise the planning, design, quality, and follow-up of technical activities. This is anticipated to be a five-year role.

Qualifications:

The successful candidate will demonstrate experience in local governance programming in the context of decentralization as well as have proven experience managing complex programs. Additionally, s/he should possess:

  • Bachelor’s Degree in related field, Master’s Degree highly preferred;
  • At least seven years of demonstrated experience in managing projects around local governance, policy development, institutional strengthening, service delivery, and local budget allocation and execution;
  • Direct experience working and managing USAID-funded programs in Indonesia strongly preferred;
  • Excellent oral and written skills in English;
  • Preferred fluency in the Indonesian Language (spoken and written)
  • Excellent interpersonal and leadership skills;
  • Indonesian Nationals are strongly encouraged to apply.
