The Economic Recovery and Development Unit (ERD) is responsible for providing dynamic, innovative support to IRC's field offices for their economic and livelihoods programming. This unit provides technical assistance, ensures innovation, promotes best practices, and helps to improve data collection and analysis for economic and livelihoods programming within the organization. Externally, the IRC has been a leader in developing and promoting market-based responses to emergencies based on a good understanding of critical market systems, and local economies and livelihoods are supported, not undermined during the emergency and transition phases. In addition to emergency and agricultural focused programming the ERD Unit supports the development of next step humanitarian livelihoods programs focused on longer term employment and enterprise development solutions and support to local market actors.

Job Overview / Summary:

The Deputy Director, Livelihoods sits within the Economic Recovery and Development (ERD) Technical Unit, which is responsible for ensuring overall quality economic programming within the IRC. The ERD unit provides dynamic support and consultation to IRC's field offices on livelihoods and market-driven programming, including emergency response, cash transfers, financial inclusion, agriculture, and enterprise development. The unit provides direct technical assistance to field staff, ensuring innovation, promotion of best practices, and improvements to information collection and analysis for all economic/livelihoods programming implemented by the organization, from emergency response to post-crisis recovery.

This position will be responsible for a body of work that includes oversight of livelihoods programming in recovery and development settings. This is a key leadership position and is responsible for developing and implementing strategy that will enable growth in the livelihoods portfolio, connection with our emergency preparedness and response efforts and a foundation for research and policy activities. The position is expected to provide significant leadership and representation at the HQ level, including management of other technical staff and will also be responsible for representing the TU externally, as designated by the Senior Technical Director. The post also works closely with other technical units, regional units, and in-country management as well as with the Deputy Director, Cash Initiatives, the STAs for Ermegncy Livleihoods and Rural Livelihoods, and the Senior Policy Advocacy Advisor within ERD TU.

Major Responsibilities:

1 Develop and lead implementation of programmatic, research and communications strategies for livelihoods activities including agriculture and food security, rural livelihood, gender, enterprise development and employment. 2 Develop and roll out standards and procedures for ERD technical support, translating the Outcomes and Evidence Framework and Technical Assistance model into practical and responsive business processes for TU advisors and officers. 3 Provide technical support to strategic (multi-country, multi-sector, high value) projects at the field level. 4 Secure and manage human and financial resources to deliver on global livelihoods strategy. 5 Contribute to ERD global vision, strategies and business processes. 6 Lead/Support ERD's field facing business development, including identifying opportunities, gathering information ahead of proposals, and gathering the technical and financial resources for needed for quality proposal development 7 Suport ERD budgeting, financial management and grant management processes, working closely with the Senior Technical Director and the Grants and Operations Coordinator. 8 Maintain close working relationship with the DD for Cash Initiatives, the STA for Emergency Livelihoods, the STA for Rural Livelihoods and the Senior Policy Advocacy Advisor within ERD 9 Stand in for the Senior Director during absences 10 Maintain collaborative relationship with other IRC teams and departments in pursuit of the responsibilities above. In particular, the Deputy Director will maintain strong relationships with Country Directors, Deputy Directors, and other members of country offices. 11 Other tasks as negotiated

Minimum Qualifications

Job Qualifications:

  • Minimum ten years progressive livelihoods experience in emergency and/or post-conflict contexts, including field experience as well as provision of remote technical support
  • Graduate degree or equivalent in economics, business administration, international relations, or other related degrees
  • Demonstrated experience and ability managing complex administrative processes
  • Demonstrated experience and ability managing teams and individuals
  • Excellent communication skills, including the ability to communicate effectively in a multi-cultural environment
  • Solid organizational skills: the ability to be flexible and work well under pressure, dealing with competing priorities, in a fast-paced team environment;
  • Interest in and ability to think and plan at the 'big picture' level;
  • Fluent in English; French or Arabic language a plus
  • Working Environment: Standard work environment. Travel up to 25% of time
