For every child, integrated results across the first and second decades of life
Under the overall guidance of the Director of Programme Division (PD), he/she will provide leadership and technical oversight for the cross cutting cluster comprising of Adolescent Development and Participation (ADAP), Communication for Development (C4D), Disability, Early Childhood Development (ECD) and Human Rights. He/she will lead in setting and monitoring work planning, performance standards, results monitoring and reporting for the cross cutting cluster. He/she will also be responsible for managing resources including financial, human and intellectual, ensuring their utilization is optimized towards key results for the five areas. The Deputy Director provides strategic support to the work of Regional and Country Offices on cross-cutting areas, the second decade and knowledge management related to programmes. The position provides strategic direction for adolescent programming across sectors to ensure that the rights of adolescents established under the Convention on the Rights of the Child are reflected in UNICEF’s advocacy, policies, programme and humanitarian work. She/he will provide strategic direction in the development of programme and policy guidance for the Division, ensuring the reflection of cross cutting issues, organizational alignment, consistency, coherence and relevance across the varied contexts that UNICEF works, in support of the cross cutting cluster. This position leads the Division’s knowledge management agenda, including providing a strong interface between relevant organizational units. The Deputy Director helps to nurture and incubate important management initiatives and emerging organizational priorities (e.g. engagement with the private sector, climate change and children), in close collaboration with other arms of the organization, providing insights and recommendations to guide the development of policy and guidance, through a programmatic lens.
Key Functions and Accountabilities:
Leadership, Coordination and Management of the Cross Cutting Cluster
Oversight and Guidance to PD on Key Products and Processes
Leads the quality assurance review and coordination of strategic documents in the Division such as programme guidance, position papers, corporate reporting, proposal development for global initiatives as well as flagship divisional and organizational knowledge products and reports. Ensures the integration of cross cutting issues, coherence, sound programme logic and synergy with organizational policy and related guidance/position papers (for example ensures private sector engagement is guided by UNICEF’s normative principles and developed using a programmatic lens, ensuring relevance at a field level).
Leads the Division’s knowledge management agenda; provides strategic direction and oversight, acts as co-chair of the interdivisional Research Task Force and interfaces between PD and relevant organizational units i.e. Office of Research (OoR), Data, Policy and Research (DRP) and Office of Evaluation.
Special Initiatives and Emerging priorities
For Programme Division, oversees and incubates important management initiatives i.e. Enterprise Content Management (ECD) and emerging organizational priorities (e.g. engagement with the private sector, programming for children on the move, climate change and children) in close collaboration with other arms of the organization, providing insights and recommendations to guide the development of policy and guidance through a programmatic lens.
