Job Description

The National Democratic Institute for International Affairs (NDI) seeks a Design, Monitoring, Evaluation & Learning (DM&EL) Officer to support its Monitoring, Evaluation and Learning team. Under the guidance of the Senior DMEL Officer, the DM&EL Officer will support regional and field staff in using M&E tools and processes for project design, start-up and implementation, and project evaluation. This position does not have direct reports.


Project Design

  • Provide technical assistance to regional program staff in the design of complex democracy assistance programs using the logical framework approach (LFA) and developing key M&E documents (theories of change, logical frameworks, performance monitoring plans, M&E narratives, etc.)
  • Facilitate program design sessions including sessions on context analysis, stakeholder analysis and problem analysis
  • Facilitate the development of sound Theory of Change
  • Facilitate the development of a problem-driven Logical Framework
  • Facilitate the development of output and outcome indicators
  • Support MEL in the design of inclusive democracy assistance programs using inclusive M&E approaches

Project Start-Up & Implementation

  • Support MEL in guiding the design and establishment of performance monitoring systems in the field to enable collection of consistent and accurate data, and analysis, visualization and interpretation of data, for individual and group learning as well as internal and external accountability
  • Support MEL in conducting trainings to build staff capacity in using the M&E tools and guidelines for collecting and analyzing data and creating reports
  • Support qualitative and quantitative analysis and visualization of data

Project Evaluation

  • Assist in designing internal baseline assessments and midterm evaluations
  • Support the development of tools and guidelines for preparing for external evaluations
  • Support MEL in guiding regional staff in the development of Terms of Reference (ToR) for external evaluations


  • Support MEL in the development of learning tools, guidelines and resources to guide staff in the design of sound and inclusive democracy assistance programs

Required Qualifications:

  • Bachelor’s degree in social science or related subject, a combination of education and experience in lieu of degree can be considered
  • A minimum of three (3) years relevant work experience in M&E preferably with international development programs, community organizing, political campaigns, organizational development or legislative affairs
  • Experience designing sound M&E strategies as part of the proposal development process for the promotion of democracy, social justice, conflict mitigation, gender equity and/or the inclusion of marginalized groups
  • Experience in developing and operationalizing SMART indicators for challenging contexts
  • Experience in developing Collaborating, Learning and Adapting (CLA) plan, Learning Agenda and/or Political Economy Analysis (PEA)
  • Understanding of the functions of M&E within an implementing organization
  • Experience in setting-up and maintaining M&E systems in different contexts
  • Experience with program performance monitoring and reporting processes
  • Understanding of the role of the evaluation in programmatic and organizational learning
  • Familiarity with the process of designing and implementing baseline and midterm evaluations in challenging contexts
  • Experience in qualitative and quantitative data analysis and visualization
  • Familiarity with donors’ DMEL requirements, like or similar to USAID, NED, DoS and non-federal donors
  • Ability to analyze define problems, collect and verify data, draw evidence-based conclusions, and the ability to think innovatively
  • Demonstrated ability in establishing performance monitoring systems
  • Demonstrated analytical abilities in descriptive and/or inferential statistics including use of statistical software (SPSS,STATA, etc)
  • Demonstrated ability to develop and/or utilize databases (Access, Salesforce, etc)
  • High level of interpersonal skills and cultural sensitivity to effectively interact with all levels of staff, U.S. and foreign government personnel, members of donor organizations, funders and policy makers
  • Excellent oral communications skills to effectively present information, respond to questions
  • Ability in conducting training workshops on M&E concepts and approaches
  • Demonstrated ability in coaching teams and staff
  • Exceptional writing skills to effectively create clear and concise reports, strategies and/or guidelines
  • Working knowledge of basic budget and accounting procedures
  • Ability and willingness to travel to regional locations, which are often remote and difficult to reach

Preferred Qualifications:

  • Demonstrated knowledge and/or competency in one or more of NDI’s functional areas (elections; citizen participation; political parties; parliamentary strengthening) and familiarity of the political environment in at least one of NDI’s regional areas
  • Foreign language ability applicable to one of the regions where NDI works, French, Arabic and/or Spanish preferred
  • Understanding of innovative evaluation methodologies and approaches for complex programming in democracy, governance and human rights sector
  • Experience and/or knowledge of Social Network Analysis (SNA) methodology a plus
  • Experience with Google Apps (Gmail, Calendar, Google Drive, G+, etc.) strongly desired

Technical knowledge and software applications

  • Intermediate level knowledge of quantitative analysis and data visualization
  • Advanced level knowledge of Office Suite (Word, Excel, Powerpoint) products or similar software
  • Use of statistical software (SPSS,STATA, etc)
