Description:

Engility Corporation, building on IRG’s legacy in international development, is currently seeking a Director, Clean Energy Projects (DCEP), for the USAID-funded Clean Energy for Pakistan’s Economy Project (CEPE)**.

The project is intended to support the Government of Pakistan’s ( GOP’s) efforts to increase the financially sustainable delivery of clean energy services to spur the economic and social  development of the country. This will primarily be achieved through the strengthening of energy sector governance and policy framework so that it more effectively attracts and encourages private sector investment, and facilitates the commercialization/privatization of state-owned assets.
CEPE will channel resources through four broad, interrelated Technical

Components to achieve the following aims:

(i) Increased private investment in clean energy projects;

(ii) Improved capacity of the transmission system and energy markets to
support increased private investment in the provision of energy
services;

(iii) Enhanced commercial viability of the electricity distribution subsector; and

(iv)Improved sector governance through policy reforms that facilitate investment and privatization of energy services.

The DCEP’s duties require that the incumbent have depth and breadth of technical expertise and proven management experience in key areas of private sector investment in power generation and transmission, and in renewable energy technologies in particular.

This is a contingent position based on funding from the customer.

Required Qualifications:

  • Minimum of an advanced degree in energy policy, engineering, business, finance, economics, or other field directly related to the range of activities in the SOW.
  • Minimum of 10 years’ experience with at least two years’ experience in large-scale renewable energy generation. Large scale here refers to experience with projects that are 20 MW or larger.
  • Must have experience managing complex energy generation related activities, including participation in competitive procurements for generation capacity (e.g., reverse auctions for renewable energy). Preference will be given to candidates who have experience in planning, designing, and managing energy generation projects in multiple technological areas including solar PV,  on-shore wind, hydro, and thermal generation.
  • Must have effective communication skills, fluency in English with demonstrated strong writing ability

Desired Qualifications:

  • Proficiency in Urdu or a Pakistani language is preferred
