Job Description

Project Overview and Role

The Director of Finance and Administration (DFA) will be a vital member of the newly USAID-funded $250 Million CATALYZE project. CATALYZE is a DC-based, global innovative finance project which will mobilize $2 Billion in blended finance over an eight-year period. CATALYZE will serve as a "platform of platforms" that will provide services to many missions and bureaus that "buy in" to tap the CATALYZE investment and pay-for-results project management expertise.
The DFA will provide overall management of project finances, operations, administration, logistics, procurement, and budgeting, with the goal of ensuring that the program is implemented in accordance with USAID and Palladium rules, regulations and procedures. Supervision will range in scope from daily oversight of various aspects of project operations, including procurements and budgeting to working with senior technical leadership to ensure that the project has effective systems in place to facilitate timely and responsive management of multiple concurrent activities across various countries and regions.

Provide financial and operational leadership and support in the following:

General Duties

  • Set up and oversee the project's financial and accounting management systems at home office and across field offices as CATALYZE's global presence expands
  • Serve as the central point for coordination and communication related to the project's financial administration, human resources, subawards, and budgets
  • Oversee grants and subcontracts procurement, execution and compliance practices, in close coordination with the Subawards and Procurement Manager
  • Manage and supervise project team members as assigned
  • Ensures continual review of internal and strategic controls, risk assessments and maintenance of the project's records in compliance with client and company policies, and local law
  • All other duties as deemed necessary

Financial Management

  • Oversee implementation and ongoing adherence to Palladium's finance and accounting procedures
  • Manage budgeting for multiple concurrent regional and country buy-ins, while tracking expenditures across various USAID funding streams
  • Review monthly field cash requests and budget reports
  • Recruit, onboard, and provide continuing support to field office finance staff
  • Produce monthly revenue forecasts with input from the CATALYZE Executive Director and Palladium Project Director
  • Oversee management of the project's foreign bank accounts according to company policies and procedures
  • Review the project's client invoices for accuracy and compliance with USAID cost principles and allowability guidelines
  • Conduct spot checks, coordinate internal project audits, and support external project audits as required
  • Provide timely and accurate financial reports to clients and home office

Personnel Management

  • Work with Palladium Talent Management team to ensure appropriate staffing and training for all CATALYZE activities
  • Manage the project's performance appraisals systems and local compensations plans
  • Negotiate daily rates with short-term international consultants and prepare biodata verification and justifications
  • Coordinate and execute employment contracts and modifications for project field staff and international consultants, in coordination with Project Delivery team members
  • Maintain individual records with contracts, detailed scopes of work, deliverables, salary histories, etc. for all consultants


  • The role reports to the Executive Director, CATALYZE
  • The role will be required to liaise closely with members of the Palladium Project Management Unit, a variety of home office support staff, implementing partners, and clients


  • Advanced, formal training or education in accounting, financial management, business administration or related discipline
  • Extensive experience in the administrative and financial oversight of large and complex projects, with management of global buy-in programs a plus.
  • Proven experience managing procurements, compliance systems, and regular financial reporting under USAID contracts
  • Proactive problem-solving, decision-making and good judgment skills
  • Demonstrated ability and commitment to manage and protect confidential information
  • A high attention to detail and ability to effectively and efficiently perform multiple tasks and balance competing priorities
  • Ability to communicate effectively with managers, colleagues, service providers and clients across a variety of settings, countries, and work environments
  • Excellent English language communication skills; fluency in French or Spanish language desirable
  • Familiarity with the inclusive finance, blended finance, and impact investing fields desirable.
