The Director for Enterprise (Application) defines the software development vision and strategy and ensures alignment with ADB’s Strategy 2030, the business priorities of enterprise resources platform for finance, human resources, risk management, corporate and administration, and other institutional systems.
S/he anticipates the impact of external technological developments on ADB’s software/application architecture and strategy and ensures that the software development strategy and processes keep pace with the evolution of technology, the latest data protection and cybersecurity practices and guidelines.
S/he maintains oversight on the ADB’s software deployment strategy, facilitates the seamless implementation and integration of software, and oversees the translation of business requirements to software development initiatives and projects. S/he also evaluates viability of recommended changes in software development methodologies, processes, and standards for implementation.
S/he acts as the primary resource to implement, support, and manage the evolution of technology platforms. S/he also ensures the optimized alignment of the technology platforms’ evolution with the organizational needs and usages by supporting its governance processes. S/he leads the development of solutions and products, in collaboration with a product lead. S/he monitors the use of the platform to ensure its optimal use. S/he oversees development teams and promotes modern software development methodologies, including agile, DevOps, test automation, and CI/CD (continuous integration/continuous delivery). In addition, s/he standardizes product set up and data model for efficient reporting and integration.
S/he will report to Director General, ITD and may supervise International, National, and Administrative staff. Responsibilities:
Strategic planning and management of the entire product portfolio to ensure alignment to the corporate priorities.
Lead a product management team and define and align the vision, strategy, and product roadmap.
Create and present visionary innovations and strategic decision proposals.
Lead team through the ideation, technical development, and launch of innovative products.
Drive product development for operations and knowledge management.
Attract, build, manage, and develop a talented, diverse, equitable and inclusive team of product managers and product leaders.
Establish shared vision across the division by building consensus on priorities leading to product execution.
Integrate usability studies, research, and market analysis into product requirements to enhance user satisfaction.
Define and analyze metrics to measure the success of products.
Maximize efficiency in a constantly evolving environment where the process is fluid and creative solutions are the norm.
Manage multiple products and priorities, scale teams, and ensure organization is effective, healthy, and set up for success by establishing clear and measurable goals.
Identify and initiate opportunities for new projects or focus areas.
Explores emerging technologies to identify and prioritize innovation opportunities in line with ADB’s business priorities.
Master's Degree, or equivalent, in Management Information Systems, Computer Science, Business Administration, Accounting, or related areas; or University degree and at least 10 years specialized experience relevant to the position can be considered.
At least 15 years work experience in developing and implementing large-scale IT initiatives. 10 years of which must have been in team leadership on relatively big systems development/implementation projects with supervisory experience.
10+ years of experience in Product Management and/or Product Design.
International experience working in several countries.
Familiarity with software development lifecycle (SDLC) and Agile methodologies, DevOps, CI/CD (Continuous Integration/Continuous Delivery), and testing/quality assurance.
Experiences in IT service management processes and tools.
Broad knowledge of current and emerging technologies, technology directions and strategic application to business needs.
Familiarity with strategic agenda, resource planning, and related policy architecture of multilateral banks.
Has experience working in a team setting, is proficient in leading agile development teams, and is familiar with the relevant platforms and embedded systems on which the software solution is deployed on.
Knowledgeable of cloud and mobile computing.
Able to set operating policies, displays a forward-looking perspective, and is inspirational and decisive in envisioning the future of software and applications.
An influential leader who can communicate his/her ideas persuasively and engage with team members and other stakeholders.
Excellent written and verbal communication skills in English is required.
Excellent presentation, conceptual, and analytical skills.
Ability to present written materials in an organized, logical, and succinct manner.
Strong analytical and negotiation skills, and good interpersonal skills, with ability to liaise effectively with all types of internal and external clients.
