DRC is looking for the Economic Recovery Officer who will be responsible for implementing referral systems, holding regular communication with private sector actors and other agencies providing livelihood services in Mafraq, and providing follow-up on referred cases. The individual will report directly to the Area Economic Recovery Manager.

Counseling:

  • Assist in the development and roll-out of a livelihood counseling form to assess beneficiary profile, needs, and employment eligibility;
  • Provide one-on-one support to community center beneficiaries to identify appropriate referral pathway;
  • Input all profile and referral data into DRC’s database

Coordination and Referral:

  • Contribute to the development of a livelihood referral system in coordination with the Livelihood Officer, including the identification of various job opportunities and training services available to Syrian refugees and Jordanians;
  • Track referrals made to and from the DRC community center to measure impact;
  • Provide support to beneficiaries so that they are able to maximize use of resources;
  • Follow-up internally and externally on referrals made;

Relationship Building and Representation:

  • In coordination with the Livelihoods Officer, develop, maintain and update a network with identified livelihood service providers, employers, and civil society organizations;
  • Represent DRC at meetings and other events in Mafraq whenever needed
  • Communicate with referral partners in a professional and timely way so as to enhance DRC’s reputation among other humanitarian actors as a responsive NGO;
  • Communicate with beneficiaries in a professional, patient and respectful way, so as to enhance DRC’s reputation as a high-quality humanitarian actor in the community.

Monitoring and Evaluation:

  • Monitor the response time for different referral pathways to evaluate the response and success of referral;
  • Assist in the collection of information regarding beneficiary and community needs;
  • Identify gaps in service provision;
  • Communicate information on beneficiary needs, service gaps, feedback on quality of services to managers, as assigned

Other:

  • Support the planning and design of future interventions;
  • Assist in the enforcement of HAP Principles of Accountability;
  • Ensure the application of DRC Code of Conduct and DRC Policies and Procedures.

About you Required:

  • Bachelor’s degree and any relevant experience.
  • 4 years of experience working with an NGO.
  • Strong interpersonal skills and ability to foster communication and negotiation among local stakeholders;
  • Strong organizational and time management skills;
  • Experience with relationship management, working in local and vulnerable communities;
  • Knowledge of coordination and case referrals;
  • Strong knowledge of livelihood related needs and services;
  • Experience working with local organizations in developing contexts;
  • Strong computer kills (Excel, Microsoft, PowerPoint and Outlook);
  • Fluency in English and Arabic (written and spoken) is a must.
  • Ability to work effectively as an integral part of a multi-disciplinary, multi-cultural team and to work with a wide range of government and community counterparts, and other stakeholders;
  • Demonstrated commitment to serving vulnerably individuals with respect, patience and understanding; 
  • Understanding of the socio-economic conditions of Syrian refugee populations preferred
  • Fluency in Arabic
  • English is essential.
