Job Description

The Norwegian Refugee Council (NRC) is a non-governmental, humanitarian organization with 60 years of experience in helping to create a safer and more dignified life for refugees and internally displaced people. NRC advocates for the rights of displaced populations and offers assistance within the shelter, education, emergency food security, legal assistance, and water,sanitation and hygiene sectors.

The Norwegian Refugee Council has approximately 5000 committed and competent employees involved in projects across four continents. In addition, NRC runs one of the world’s largest standby rosters -NORCAP, with 650 professionals, ready to be deployed on 72 hours notice when a crisis occurs

The purpose of the officer position is to oversee the day to day implementation of the education project. Education officers will oversee all operations and supervise education assistants.

Job description

Generic responsibilities

  • Adhere to NRC policies, tools, handbooks and guidelines
  • Strict adherence to the NRC Code of Conduct
  • Implement the education project according to the plan of action
  • Prepare and develop status reports as required by management
  • Ensure proper filing of documents
  • Promote and share ideas for technical improvement
  • Ensure capacity building of project staff and transfer key skills
  • Liaise and collaborate with relevant local authorities and other key stakeholders
  • Make decisions on the ground with limited or remote supervision

Specific responsibilities

  • Implement education activities under direction of the Education Project Coordinator
  • Supervise Education Assistants and provide support to them in line with program objectives
  • Develop and maintain effective filing systems, both electronic and paper
  • Update and maintain effective workplans and logframes
  • Provide support to NRC activities in line with NRC quality standards
  • Document technical issues and questions, and channel to the Education PC
  • Ensure ongoing monitoring, tracking and reporting of education projects
  • Regularly travel to the field to support education activities
  • Support PC with field level trainings and liaise with partner NGOs
  • Implement successful youth programming in refugee and host communities
  • Represent NRC at field level coordination meetings
  • Any other task relevant to the position as requested by line manager

Qualifications

Generic professional competencies:

  • Experience working in a humanitarian/recovery context
  • Previous experience working in complex and volatile contexts; ability to remain calm and professional in tense situations
  • Documented results related to previous responsibilities
  • Knowledge of verbal and written English and Bangla; Rohingya or local language an asset
  • Solid computer skills, including MS Word, Outlook and Excel
  • Proven ability to multi-task and meet deadlines
  • Ability to work diligently both independently and in a team setting
  • Previous experience supervising teams

Specific skills, knowledge and experience:

  • Understanding of the circumstances, needs and challenges HC/refugee children face
  • Understanding of the role of education in meeting the needs of HC/refugee populations
  • Understanding of SPHERE and/or INEE minimum standards
  • Knowledge of the basics of Child Protection and/or psychosocial support
  • Experience working with children and/or educators; government experience a plus
  • Experience training or building the capacity of others
  • Experience with youth programming, particularly life skills and vocational training
  • Candidates with a university and/or advanced degree preferred; significant experience in the field of education, youth, IGA, life skills/PSS or child protection considered in lieu
