Who are we

The Danish Refugee Council (DRC) is an International non-governmental organization, which promotes and supports durable solutions to the problems faced by refugees and internally displaced people in over 30 countries around the world. DRC has been operating in East Africa and Yemen (EAY) region for over a decade, running a combination of emergency, livelihood, protection and advocacy programs through Country Offices (COs) in Kenya, Somalia, Ethiopia/Djibouti, Yemen and Uganda/Tanzania with a Regional Office (RO) in Nairobi.

DRC, through its specialized business unit, Danish Demining Group (DDG) aims to recreate a safe environment where people can live without the threat of landmines, unexploded ordinances and small arms and light weapons”. These goals can be effectively advanced through cooperation and joint action with other organization as well as with integration of operations and programs with its sister organization, DRC.

About the job

Under the supervision of the Emergency Team leader and the Emergency Response Manager the Emergency Officer will be responsible for organization and implementation of all Registration and Assessment and Distribution activities. Supporting the emergency response in Yemen and ensuring an effective team and enabling environment are in place that achieves emergency programme results. Furthermore, responsible for ensuring that day to day documentation, reports and field inventory reports are prepared in accordance with DRC policies, agreed Standard Cash Operating Procedures (SOPs), Registration & Assessment Procedures and submitted to the relevant parties.

Duties and Responsibilities

  • Represent DRC towards local partners/local government bodies and community leaders during the distribution, assessment and registration process, in collaboration with the Emergency Response Manager (or Area Manager) and coordination with other humanitarian partners
  • Plan and implement registrations, assessments and distributions in hard to get areas.
  • In liaison with the logistics department make sure all the required core relief items & kits reach the designated area of intervention on time.
  • Ensure all protection concerns are met and dealt with during ER’s activities, including but not limited to protection mainstreaming guidelines.
  • Write clear reports to summarize the registration, assessment and distribution activities undergone.
  • Ensure beneficiaries are respected and cared for during ER’s activities.
  • Prioritize vulnerable cases during distribution and provide needed support; Refer protection cases when identified to the child protection/protection team.
  • Establish and maintain effective program reporting, monitoring and evaluation systems for both internal and external use. Ensure filing adheres to internal protocols and is regularly maintained.
  • Attend all relevant meetings when requested.
  • Deal with complaints or issue related to registration, assessment and distribution through distribution hotline.
  • Participate in various post distribution monitoring surveys.
  • Report on unmet needs and gaps in FI, NFI to the Emergency Coordinator
  • Carry out the daily / weekly / monthly work plan as directed by the Emergency Coordinator
  • Participate in selection and training to volunteers and distribution workers
  • Manage conflicts when they arise and possible solutions.

Experience and technical competencies:

  • Good communication skills (reading, writing, speaking)
  • Good MS Office skills, mainly Word and Excel
  • Ability to write weekly activity reports and communication pieces.
  • Spoken and written Arabic and English is essential
  • Excellent organizational skills, ability to determine priorities and attention to detail a must.
  • Ability to work in a multicultural context as a flexible and respectful team player.
  • Experience of working with UN or Non-Governmental Organizations and Local Governments, preferably in emergency projects/contexts.
  • Understanding of gender, protection and human rights.
  • Strong networking, interpersonal and presentation skills.
  • Knowledge of IDP crisis.

Education : University or graduate degree in law, social work, or closely related fields.
