The mission of WHO's Health Emergencies Programme (The Programme) is to help countries, and to coordinate international action, to prevent, prepare for, detect, rapidly respond to, and recover from outbreaks and emergencies.

Duties:
The incumbent will perform the following duties:

  • Be responsible for the implementation of appropriate health projects including primary and secondary health care, preparedness, emergency outbreak interventions and activities in the designated area. 
  • Assess public health risks and vulnerabilities in identified priority districts.
  •  Collaborate in the formulation of strategies and work plans for Health sector and WHO's emergency response operations.
  •  Design data collection methodologies and research related to programme interventions.
  •  Explore and maintain partnerships with NGOs in identified response areas to strengthen response and health care delivery and develop a related annual response plan.
  • Ensure compliance between project monitoring arrangements with project agreement. 
  • Establish and streamline regular reporting and monitoring mechanism with implementing partners as well as Health Cluster structures at subnational, national and regional levels.
  • Liaise with awareness team for RCCE campaigns, with communication, and ensure implantation of training initiatives as well as other health activities. 
  •  Mentor health partners on data collection, analysis, case definition, verification, outbreak investigation, notification, reporting and documentation.
  •  Identify the training needs for respective target audiences and recommend comprehensive plans for capacity building.
  •  Ensure timely donor reporting and facilitate funding management by using available information for better communication and advocacy for programme implementation and fund raising.
  •  Monitor the financial aspect for implementation of WHO supported activities.
  • Identify needs, resources and gaps, and coordinate with a broad range of UN Agencies, international, governmental and non-governmental organizations/institutions for mobilization of resources.

Required Qualifications:
Education:

  • University degree in Medicine or Public Health

Experience:
Essential:

  • A minimum of five years' relevant experience with proven international exposure in public health and health sector coordination. Experience in capacity building.

Skills:

  • Proven skills in capacity building
  • Demonstrated knowledge of health sector activities in the context of emergency response relief
  • Broad knowledge of Emergency programmers, policies and interventions
  • Ability to work under pressure
  • Knowledge of WHO mandate and goals
  •  Excellent presentation skills
  • Ensuring the effective use of resources

 Language Skills:
Essential:

  • Expert knowledge of English.
