Job Description

The Norwegian Refugee Council (NRC) is an independent humanitarian organisation helping people forced to flee.

We protect displaced people and support them as they build a new future. We started our relief efforts after World War Two. Today, we work in both new and protracted crises across 31 countries. We specialise in six areas: food security, education, shelter, legal assistance, camp management, and water, sanitation and hygiene.

We promote and defend displaced people's rights and dignity in local communities, with national governments and in the international arena. NRC’s Internal Displacement Monitoring Centre in Geneva is a global leader in monitoring, reporting on and advocating for people displaced within their own country.

We respond quickly to emergencies.Our expert deployment capacity, NORCAP, boasts around 1,000 experts from all over the world who can be deployed within 72 hours. Our experts help improve international and local ability to prevent, prepare for, respond to and recover from crises.

Around 6,000 men and women work for the Norwegian Refugee Council.Most of us are hired locally to work in the field, and a small number are based at our head office in Oslo. Many of our colleagues were once themselves fleeing their homes.

Purpose of the Job:

The purpose of this position is day to day implementation of the emergency activities under the guidance of regional Emergency Coordinator. The emergency officer is also responsible to ensure transparency, accountability and quality of work on the ground adhere to NRC policies and are in consideration with humanitarian principles.

Job description

Generic Responsibilities:

  • Ensure compliance with NRC policies, guidelines and standards
  • Ensure compliance with CC strategy, tools, handbooks, guidelines and standards.
  • Provide specific technical support and capacity building towards project staff.
  • Provide specific technical analysis and feedback to NRC representatives and in external coordination forums as necessary.
  • Assess, promote and document ideas for technical improvement and further program development options.
  • Ensure that projects target beneficiaries most in need, and explore and asses new and better ways to assist.
  • Promote the rights of IDPs/returnees in line with the advocacy strategy.

Specific responsibilities:

  • Support the Emergency Coordinator in implementation of emergency activities on the ground by leading the Emergency field staff on their day to day work plan.
  • Ensure proper coordination and communication with other humanitarian actor’s field staff.
  • Work with the Emergency coordinator to ensure appropriate preparedness and response by leading emergency assessments and responses when required.
  • Execute the emergency aid delivery and lead the Emergency Response Team on the ground when required.
  • Ensure proper documentation of emergency response activities, including post-distribution monitoring. Monthly activity/project reports and other reporting as required.
  • Training and development of NRC staff and relevant partners and beneficiaries in emergency response mechanisms.
  • Ensure adherence to NRC policies and donor requirements, humanitarian principles, SPHERE, Do No Harm, and other international standards for emergency work.
  • Ensure quality implementation of Emergency interventions.
  • Ensure adequate control mechanisms are in place and respected.
  • Ensure adequate and timely responses to identified needs, in line with donor requirements.
  • Monitor, evaluate and suggest changes and improvements in programme approaches and resources.
  • Ensure that project data is properly collected, centralized, analyzed and used.
  • Training and development of NRC staff and relevant partners and beneficiaries in emergency response mechanisms.
  • Identify protection issues and advocate appropriate responses.
  • Implement the accountability plan within all Emergency activities.

Qualifications

  • Minimum 2 years of experience working in same level of position or above, project manager experience is a bonus.
  • 2 years of experience in emergency, assessment or relevant field.
  • Previous experience from working in complex and volatile contexts.
  • Experience in cash and voucher-based programming.
  • Fluency in English, Dari and Pashto, both written and verbal.
  • Able to solve emergency program related problems arising in working areas.

Able to plan activities & carry them through effectively.

  • Manage time effectively, prioritizing tasks and able meet deadlines.
  • Understanding and respect for humanitarian work, particularly relating to refugee and displacement issues.
  • Political and cultural awareness and experience of working where insecurity is a major issue.
  • Solid field experience, preferably from refugee/IDP emergency response.
  • Proven communication, interpersonal and leader ship skills.
  • Experience with IDP/refugee related programmes.
